— HOUSING ADVISORY COMMISSION MEETING
Wednesday, July 23, 2003 Legislative Building

CALL TO ORDER/ROLL CALL - 3:35 p.m.
PRESENT; Members: Barbara Worth, Joanne D. Clayton, John Wines, Gregory
Alabado, Kecia Washington,

1. ELECTION OF A CHAIRPERSON AND VICE-CHAIRPERSON FOR FISCAL
YEAR 2003-2004
Gregory Alabado made a motion to have Frederick DuFresne continue as
Chairperson, Barbara Worth seconded the motion.
Gregory Alabado made a motion to have Barbara Worth continue as Vice
Chairperson.
All members were in agreement with the motions for Chairperson and Vice
Chairperson.
2. PURPOSE, FUNCTIONS & DUTIES OF THE HOUSING ADVISORY
COMMISSION -
A'review and discussion of the purpose,,functions and duties of the Housing
Advisory Commission was held. Questions posed included what would the
members like the Commission to do this fiscal year, what activities,
discussions, workshops or perhaps a review of the Ordinance establishing
the commission and its appropriateness.
1) Members would like to have more input on projects that are occurring
vs advising and not really knowing what is happening with the project
discussed. They would like a commission in its own entity vs an
advisory commission.

2) Leilani informed the members that staff will go back to the basics and
hold discussions on what affordable housing is, how it is done, and
what programs and projects are offered.
3) Barbara Worth asked the commission members to review the
Ordinance and to discuss further at the next meeting.
3. HOUSING WORKING GROUP
Staff proposed the creation of a Housing Working Group that will assist staff
in the evaluation and development of various housing related issues/policies.
Group invitees may change according to the topics. The first working group
will' be affordable for sale developments. Other topics will include
inclusionary housing policy, trailer park conversion, and housing assistance.
John Wines suggested Joanne Clayton be a part of this group. Ms. Clayton
suggested Martin Del Campo. Barbara Worth stated she would like to
attend. Ms. Do asked that Gustavo Bidart be considered as well.
All members were in favor of Joanne Clayton and Gustavo Bidart to be
selected to attend the Housing Working Group.

The Commission requested staff return with a final report before Council
action.
4. STAFF REPORTS — Programs/Projects Update
Mar Ladiana informed the commission of her new
Mary position as Planning &
Housing Manager. Also the basic reorganization of the Community
Development Department.
Diem Do gave on update on the MAAC Project. Changes will be presented
to the Commission for review before Council action.

5. MEMBERS COMMENTS
Jolanne Clayton and Barbara Worth asked when the following tour of the
various projects could be scheduled. Leilani Hines stated a tour could be
scheduled in October due to the anticipated agenda items for August and
September.
Greg Alabado asked for actual numbers of families assisted through projects.
Leilani Hines gave the commission numbers by the various projects in the
City of Chula Vista.
6. ADJOURNMENT
To a next general meeting of August 27, 2003.
