HOUSING ADVISORY COMMISSION MEETING

1. APPROVAL OF MINUTES—JULY 23, 2003
Gregory Alabado requested the meeting date under ADJOURNMENT be corrected to
August 27th. Request for correction was acknowledged by Palmira Montiel.
Joanne D. Clayton made a motion to have the minutes'approved with the correction,
Gregory Alabado seconded the motion.
All members were in agreement to approve the minutes.
2. AFFORDABLE HOUSING 101
Leilani Hines gave a presentation regarding the basics of affordable housing, the needs, impacts
and the efforts by the City to create affordable housing for its residents.
Commission members expressed their concern that the City of Chula Vista is creating more
rentals developments instead of providing opportunities for residents to purchase their own home.
Members also expressed interest in prioritizing new affordable housing opportunities for existing
Chula Vista residents.
3. PURPOSE, FUNCTIONS& DUTIES OF THE HOUSING ADVISORY COMMISSION,
Gregory Alabado made a motion to table this discussion to the following meeting due to
lack of time, Gustavo Bidart seconded the motion.
Allimembers were in favor of having this item discussed at the following meeting.

4. SENIORS ON BROADWAY(MARC Project)
- Mixed-use project located on Broadway and Sierra Way, on a one-acre site directly in front of the
Chula Vista Learning Charter School. The proposed project would include 41 one-bedroom units
affordable for very low-income seniors, ages 62 and older, one two-bedroom unit for the
manager, 2,200 sq ft of retail space and 6,100 sq ftof community space. At the Joint City Council
and Redevelopment Agency meeting on June 10, concerns were raised regarding traffic
circulation, parking, and design. Council directed staff to resolve the issues and return with the
project at a later date.
A community meeting is scheduled for August 27, 2003, to discuss the concerns, share the steps
that have been taken to resolve the issues and to provide additional information regarding the
proposed timeline for bringing the project back.
5. STAFF REPORTS—Programs/Projects Update
Affordable Housing Working Group
The;Working Group has met twice, on August 18th and August 27th, and evaluated and provided
input on existing and proposed housing policies, programs and processes to effectively meet the
needs of residents and the community. Three options were presented: 1) Market Rate Sales
Price with Equity Share upon resale; 2) Recapture restriction with a declining equity share based
upon length of occupancy; and 3) Resale restriction of units requiring that subsequent buyers be
income qualified to purchase unit at an established affordable purchase price. The Working
Group recommended both options 1 or 2 and rejected the third option. The Working Group also
recommended a tiered preference system which would prioritize buyers utilizing the following
qualifications; 1) residents who currently reside in affordable housing units in the City of Chula
Vista, 2) residents or non residents who are employed within the City of Chula Vista; and 3)
residents within the City of Chula Vista.
Staff will present more detailed information and samples of the proposed options at the next
regularly scheduled meeting.
