Clayton, Gregory Alabado, Steve Zasueta, Margie Reese, Gustavo-Bidart ABSENT: Armida Martin Del Campo (excused) STAFF: Mary Ladiana, Planning and Housing Manager.. Ed Batchelder, Deputy Planning.Director 1. ELECTION OF CHAIR AND VICE CHAIR • Barbara Worth nominated Joanne D. Clayton to act as Chair and all members were in agreement. • Jo nne D. Clayton nominated Steve Zasueta as Vice Chair, contingent on his ap ointment as a voting member. This is to be tabled until the next meeting. r 2. APPROVAL OF MINUTES —April 28; 2004 and May 26, 2004 • Greg Alabado-made a motion to approve the minutes of April 28,. 2004 with the ch, nge in Barbara Worth's absence from unexcused to excused. UPDATE ON MEMBER STATUS Mary adiana informed the Commission that Mr. John Wines had submitted a letter- of res gnation, which was presented to Council. The vacancy has to be noted and an appointment made. It-has been noted that Mr. Steve Zasueta has requested to be made a voting member and will be considered for the vacancy. There is also another Tenant vacancy to be filled: Council has identified someone to fill the Non Profit position and will move forward with the appointment. Ms. B rbara Worth requested to be named an ex-officio for the Housing Advisory Comrr ittee. -Mary. Ladiana said she would inform Anne.Harrison. Margi Reese, a new commission member, was welcomed to the Commission. 4. STAFF REPORTS a) P�ograms/Projects Update ` 0 Mary Ladiana gave an update on Sedona, the for sale affordable housing in �- Rolling .Hills Ranch project. 400 applications were received and reviewed for the 32 available units. The first phase will be available in January 2005. • The Mar Brisa project will have 70 affordable units. Applications will be available in January-2005. • Seniors on Broadway, the MAAC Project has submitted for building permits and hopes to start,construction in March. b) Determination of vacancies based upon regular attendance Chair Clayton asked that it.be clear as to the absences allowed for all new and incoming members so that the same situation does not repeat itself where meetings had to be cancelled due to lack of a quorum. Mary Ladiana told the members she would provide the ordinance where it states the absences allowed,at the next meeting. 5. GENERAL PLAN UPDATE Staff member Ed Batchelder, Deputy Planning Director explained that the General Plan Update is a policy' guidebook, that outlines the things the City, is trying to achieve, to avoid or improve.' • For the Northwest: 10,000 additional housing units of stock over and above the capacity that is in the adopted plan. • For the Southwest: Additional parks, low rise structures, more residential units, main focus on the Palomar Trolley Station. • For the East: More multiple family units and densification. University-to create jobs, housing.facilities;for students and teachers. Transit line also planned. .6. TOPICS FOR FUTURE MEETINGS • Jo' nne G. Clayton inquired about rent control issues as a,meeting subject. • G stavo Bidart asked about the study of available parcels of land that was pr raised by staff at a previous meeting. • Chair Clayton asked !,the last 3 months '(April,' May-, June) be left open for subjects that might arise. • Gustavo Bidartsaid ahe would like to be informed on what the policy for manufactured housing' was and not have to wait 4 or 5 months. It was decided this would be discussed:in January 2005. 7. MEM ER COMMENTS • It was decided the next meeting would be held on Wednesday, December 8, 2004 in lieu of the November and December regular meeting. • Member Alabado voiced his concern over the overcrowding of the schools. Chair Clayton 1. stated they, as the commission could make a formal recommendation to the committee overseeing this area. The concern of how schools were going to keep.up with the growth in housing. 8. ADO RNMENT ! To h next meeting of December 8, 2004.
