HOUSING ADVISORY COMMISSION MEETING

CALL TO ORDER/ROLL CALL -3:30 p.m.
PRESENT: Members: Joanne D. Clayton, Barbara Worth, Steve Zasueta, Margie
Reese, Dina Chavez
ABSENT: Armida Martin Del Campo, Gustavo Bidart (unexcused), Gregory Alabado
(excused)

APPROVAL OF MINUTES - October 27, 2004
• Chair Clayton wants to address the issue on Member's Zasueta Vice Chair
Status. Staff. Ladiana stated she would inquire about Member Zasueta
occupying cupying a voting position. Staff Hines stated she would contact the Clerk's
O Ifice and have a response at the next meeting.
• C air Clayton also requested Staff Hines to inquire into Member.Martin Del
C mpo's voting status. Member requested months ago to,become a voting
member. Staff Hines stated she would contact the Clerk's Office on this as well.-
• C air Clayton stated that according to the bylaws, Member Worth could continue
to be a voting member until such.time her position is filled.
2. WELCOME NEW COMMISSIONER
All embers introduced themselves and gave a short description of their
backcround. Dina Chavez, a new commission member; was welcomed to.the
Commission.
3. STAFF REPORTS
a) He using Element Update
• Staff Hines gave an update on the Housing Element 'of the General Plan,
which is updated every five years. The Housing Element provides the City
with the needs assessment of all economic groups in the community. It also.
outlines the constraints and opportunities to building housing in the_area. -
•: The eight goals in the,Housing Element
1) Preservation of the existing affordable housing
2) Maintenance and -enhancement ; of the quality of residential .
neighborhoods
3) Ensuring an adequate and diverse housing supply
4) Increasing homeownership
5) .Find more permanent housing for the homeless

6) Encourage energy and water conservation
7) Promoting equal opportunity for all residents
8) Reduce or remove identified constraints to the development and
maintenance of housing
b) Status of In-Lieu Fee Study
• Some cities prefer to provide in-lieu fee vs developing affordable housing
• A consultant has been hired to do a study on the feasibility of an in-lieu fee
c) A motion was made by Dina Chavez to look at programs or policies that address
safe, decent sanitary housing in terms of mobilehome - trailer parks and fair
hous''ng. Barbara Worth seconded the motion.
4. MEMBER COMMENTS
• Member Worth requested the map on available property in Chula Vista. Staff
Hines advised the Commission she had the map and it was provided for
viewing.
• Member Worth asked if Chula Vista residents were given a preference for the
purchase of affordable housing. Staff Hines will provide the policy to the
members for review
• Member Worth asked if Staff inquired about her continuing voting status as a
member
