APPROVAL OF MINUTES Member Alabado made a motion to approve the minutes of January 26, 2005, Vice Chair Zasueta.second the motion. All members approved unanimously. 2. STAFF REPORTS a) Regional Housing Needs Assessment (RHNA) Was approved by SANDAG the end of February and the residential growth for the San Diego region is 107,000 new housing units, with our share being 17,000+. This RHNA number is set by the State. We are not obligated to build them, but have to show we can accommodate this growth. b) Homeownership Programs— Status Report ➢ . Sedona This project was approved in 2003 and is comprised of 160 units with 32 units for low income first time homebuyers. 400 Applications were distributed last summer with approximately 100 applicants actually qualifying. First escrow closed in April 2005 and all should close in November/December 2005. Pricing for the affordable units was as follows: Afford Pricing Market Rate ■ Plan 1 —2 bd $184,784 ' $315,000 ■ Plan 2 —2 bd w/extra room $196,759 ■ Plan 3 — 3 bd $218,315 $465,000 Housing Advisory Commission Page 2 of 2 ➢ Mar Brisa This projects has 70 affordable units for low income households, 45 moderate and 5 market rate units. The moderate units will be assigned to families in April/May. The selection for families for the low income units will be a longer process taking about 90 days. First escrow is estimated to close in November/December 2005 with total escrows closing in December 2006. Afford Pricing Moderate Rate ■ Plan 1 —2 bd $175,000 - $310,000 ■ Plan 2 — 3 bd $209,000 $364,000 ■ Plan 2 —4 bd $238,000 $411,000 ➢ Otay Ranch Village II —Winding Walk This is a 252 unit mixed income for sale project. All units will have three bedrooms with a 2 car garage. The project will be reviewed'by the Design Review Committee in May 2005. c) Mobilehome Programs — Status Report ➢ Mobilehome Space Rent Review As 'specified in Chapter 9.50 of the City's Municipal Code, inspection of a mobilehome park for serious code violations is-automatic upon a Notice of Rent Increase in Excess of Annual Permissive for the overall parka One park has been inspected to date, Bayscene. All issues resolved with the exception of road maintenance (potholes)_due to weather delays. ➢ Title 25 Inspections The City has assumed the inspection program required under Title 25 of the California Code of Regulations. The requirements of the- program are required/regulated by the State. The first park inspected was Chula Vista Mobilehome Park in mid July.2004. Inspection of all parks to be completed by 2007'. Seven parks have been inspected to date. Resulted in various violations from minor to serious. Resolution has nearly been reached on four of the seven parks. Three were only recently inspected in 2005. All parties.have been cooperative and responsive. Priority of the program has been abatement of the most serious violations and response has been good. d) Future Agenda Topics ➢ Tour of affordable housing developments scheduled for next meeting on May 25, 2005. PUBLIC COMMENTS Ms. Pat�Aguilar urges the Commission to become more involved in the City's General Plan Update process. The City's current planning efforts on.the General Plan and Urban Core Specific Plan .will have detrimental impact on many of the affordable housing available in the urbanized areas of Chula Vista. 4.
