HOUSING ADVISORY COMMISSION MEETING
Wednesday, February 1, 2006 Council Chambers

1. APPROVAL OF MINUTES
Member Worth moved to approve the minutes of January 20, 2006. Chair Zasueta second the
motion. All members were in favor.
2. WORKSHOP: 2005-10 UPDATE OF THE HOUSING ELEMENT OF THE CITY'S GENERAL
PLAN
Chair Zasueta stated the objective of the meeting was to review Goals 3.4 through 8. He further
stated that although public questions and comments were extremely important, he would like to
minimizes them until the end of the meeting.
The following goals were reviewed and discussed:
3.4 Pursue Housing Opportunities for Lower-Income Households
-Section 8 assistance is a program handled though the County on behalf of the City of
Chula Vista and is a very successful program.
-One of the objectives of affordable housing developments is to be near or close to public
transportation, schools, stores, etc.
-No changes to policy.
4.1 Encourage the Construction of a Variety of Housing Types
- Iffordable projects receive an incentive to build up (3-4 stories) vs. constructing single
family dwelling units.
-One incentive for developers is to reduce parking and open space requirements to allow
for more units on site.
-Motion was made by Member Alabado for the City to encourage developers to build
manufactured homes as a means of affordable housing. Member Worth second the
motion. All members were in favor.
4.2 Assist Low-Income Households in the Purchase of a Home
-Commissioners felt that the term of Tenant Based Rental Assistance (24 months per
j household) is very limited.
-Typically affordable rental units are restricted for approximately 50 years.

•All members were in agreement that development of rentals was priority and felt 70%

distribution of funds and 30% for homebuyers was a fair way to accomplish this priority.
•All members agreed the Down Payment Assistance program should be adjusted to the
current market conditions.
5.1 Participate in Regional Efforts to Address Homeless Needs
• No changes.
5.2 Facilitate Local Facilities that respond to Homeless Needs
• No change.
6.1 Institute Conservation as Part of New Construction
• No change.
6.2 Promote Conservation in Existing Homes
• No change.
7.1 Fair Housing Practices
• No change.
8.1 Streamline Development Processing
• No change.
