MINUTES
HOUSING ADVISORY COMMISSION MEETING
Wednesday, March 22, 2006 City Hall

CALL TO ORDER/ROLL CALL - 3:30 p.m

1. APPROVAL OF MINUTES
Minutes for the February 1, 2006 meeting were not presented due to technical difficulties.
Minutes were tabled for review at the following scheduled meeting.

2. DRAFT—2005-2010 HOUSING ELEMENT POLICY AND PROGRAM
Staff Hines stated the objective was to have the draft ready for review by the Housing Advisory
and Planning Commissions on April 19th. Housing Element policies are consistent with the
Redevelopment 5 Year Implementation Plan and the Community Development Strategic Plan. A
recap of the Housing Element will be presented to Council in May and the final draft in July or
August.
A recap as given by Staff Hines on the Summary of Housing Policies and Programs and the
policies involved in each Goal:
Goal 1: Maintaining and enhancing housing and residential neighborhoods
• Minimize blighting influences and maintain the integrity of residential
neighborhoods
• Promote the efficient use of water and energy to conserve limited resources and
reduce long term costs of housing
Goal 2: Balanced and Diverse Housing Opportunities
• Preserve existing affordable housing opportunities and maintain an adequate
supply of affordable housing
• Minimize the impacts of conversion or demolition of rental housing on low
income residents and on the housing supply
• Encourage the provision of a wide range of housing choices by location, type,
and price to accommodate anticipated population needs
- 0 Promote the development of varied housing, coupled with appropriate services,
to meet the needs of homeless and special population groups

Goal 3: Government Role and Process
• Facilitate affordable housing through comprehensive planning documents,
processes, financial assistance and other incentives
• Ensure equal housing opportunities and prevent discrimination
• Promote and facilitate public input and participation that emphasizes community
education about affordable housing
3. MEETING PLACE AND TIME
This could not be voted on until a quorum is formed.

4. PUBLIC COMMENTS
None
5. MEMBER COMMENTS ' -
- Member Reese advised all present she would be out of the country from April 24 to May 24.
- Member Chavez is a member of the South Bay Homeless Coalition and stated the agency
had a presentation on homelessness in Chula Vista they would like to make to the Housing
Advisory Committee. Staff Hines requested Member Chavez send the information to
Secretary Montiel.
6. STAFF COMMENTS
The next meeting will be held.on April 19 in lieu of April 26. The Housing Advisory and Planning
Commission will have a joint meeting on that date to review the Housing Element.
