HOUSING ADVISORY COMMISSION MEETING
WEDNESDAY, JUNE 27, 2007 CITY HALL

CALL TO ORDER/ROLL R CALL - 3:30 p.m.
PRESENT: Margie Reese, Dina Chavez, Armida Martin Del Campo, Gregory Alabado,
Aurora Cudal, Earl Jentz, Mark Minas
ABSENT: Steve Zasueta, Nancy Batterman (all excused)

1. APPROVAL OF MINUTES
• March 28, 2007
Member Martin del Campo noted that in City Staff Comments it states that the site is currently
occupied by Travelodge, however would like it reworded to clarify as a vacant/boarded up
Travelodge.
Member Martin del Campo made a motion to approve the revised minutes for March 28,
2007. Member Chavez second the motion. All members agreed unanimously.

2. MIDTERM REVIEW OF REDEVELOPMENT IMPLEMENTATION PLAN
(Presented by Eric Crockett, Redevelopment Manager)
Staff Crockett gave a summary of the Midterm Review of Redevelopment Implementation
Plan. He noted the accomplishments of the plan as of today and key objectives for the future.
Member Jentz inquired about the reorganization of staff expenses on the redevelopment
budget breakdown. Staff Crockett explained why the changes were made to the budget
breakdown for better explanation of use of funds.

Member Jentz inquired about why the Goodrich property had not been transferred. Staff
Crockett indicated that he did not know why the transfer had not yet occurred.

3. MOBILEHOME CLOSURE ORDINANCE UPDATE PROCESS
'• Staff Mills and Kurz gave an update of the Mobilehome Closure Ordinance Update, showing
their process of meetings and information gathering. Comparisons from other cities were
provided. Staff indicated that approximately half of the 31 Mobile Home Parks are represented

at either the resident or owner meetings. The main topics being addressed are Right of First
Refusal, Notification of Park Closure, Tenant Relocation (renters) and Relocation Assistance for
Owners of Coaches.
Another set of workshops will take place on 07/09/2007 in Council Chambers and
07/11/2007(Spanish) at 5:30 p.m. at the Civic Center Library. Staff Kurz indicated that she
would email the Commission the public notice of meetings and the handout provided at the
second round of workshops.

4. STAFF REPORTS
• WaIkeland Housing, Los Vecinos—
Staff Mills indicated that Wakeland has gone through all approvals, funding was
conditionally awarded by the City and they will now submit their tax credit application on
07/15/2007.
• Otay Ranch Village 11, Inclusionary Housinq—
Staff Mills indicated that Chelsea received their state money and the project will be moving
forward.
• Future Agenda Items -
Staiff Mills indicated that at our next meeting of 07/25/2007 we will likely be asking for HAC
to riecommend the Mobilehome Closure Ordinance and therefore we need to meet.
Staff Mills suggested that the August 2007 meeting be cancelled, Member Martin Del
soCampo made a motion to cancel the August 2007 meeting. Member Chavez second the
motion. All members agreed unanimously.

Staff Mills indicated that the September 2007 meeting would therefore be a tour of
affordable projects, including Seniors on Broadway.
5. MEMBER'S COMMENTS
Acting Chair Margie Reese requested a packet from staff be prepared for Steve Zasueta.
Member Chavez's term is up, however she will be renewing her term.
Member Chavez commented that South Bay Community Services has been awarded funding to
provide low income/affordable housing for 25 families starting July 1, 2007.
