PARKS AND RECREATION COMMISSION
Minutes
Thursday 6:30 p.m. May 3, 2001

1. ROLL CALL Dennison ,P, Radcliffe__P, Rude_, Salcido P–,
Weidner Ramos'A—, Perondi P.
Weidner and Ramos are excused.
2. APPROVAL OF MINUTES – March 15, 2001
MSC (Rude/Salcido) to approve the minutes of the March 15, 2001 meeting, as
amended, to include the word Human in item No. 11 referring to "City of Chula Vista
Human Service Council."' Vote: 4-0-0-3 (Radcliffe tardy) New minutes attached.
3. CIP PRESENTATION – Shauna Stokes
Ms. Stokes spoke about the proposed capital improvement projects for fiscal year
2001-2002 and fiscal year 2002-2003 for the Parks & Recreation and Public Works
Departments. Submittal attached.
4. REESTABLISHMENT OF NON-PROFIT STATUS – Nora Smyth
Nora Smyth was called out of town; therefore, the re-establishment of a State of
California non-profit status for the Parks & Recreation Commission will be discussed
at next month's meeting.
5. BUDGET – PARKS & RECREATION AND PARKS MAINTENANCE – Andy
Campbell and Dave Byers.
Andy Campbell and Dave Byers presented the budget proposal their respective
departments. Submittals attached.
The proposed budgets will be introduced at the Council Budget Workshops on June
11 and 13, 2001 at that time any adjustments proposed by Council will take affect.
The budget will then be prepared for Council approval in July.
Mr. Byers requested that the commission vote to raise the park reservation rates by at
least 20%. MSC (Salcido/Perondi) to raise park reservation rates by 20%. Vote: 5-0-
0-2
6. TENNIS COURT AGREEMENT w/SOUTHWESTERN COLLEGE –Andy Campbell
Parks & Recreation staff has been engaged in discussions with the president and
operational manager at Southwestern College on the continued use of the tennis
facilities. It is expected that Southwestern will vote on this at their next board meeting
scheduled for May 8, 2001.
MSC (Radcliffe/Rude) to accept the preliminary agreement between Parks &
Recreation and Southwestern College regarding the tennis program. Vote: 5-0-0-2

7. FRIENDSHIP PARK LETTER SIGNATURES—Andy Campbell
The letter has been reviewed by commissioners and signed, and will be forwarded to
the Mayor and Council.
8. MACKENZIE CREEK PARK & COTTONWOOD PARK OPENING DATES — Andy
Campbell
Mr. Campbell stated that Mckenzie Creek Park and Cottonwood Park would be
opening sometime after the 1S of August. As soon as there is an exact time and date
for the grand opening the commissioners will be notified.
9. SKATEBOARD PARK PROPOSAL—Andy Campbell
Mr. Campbell stated that the consultants, Purkiss-Rose, hired to do a feasibility study
for the skate park will be presenting their findings as well as a conceptual design for a
proposed skate park in Chula Vista at the Boys & Girls Club on Oleander.
10. SUNBOW NEIGHBORHOOD PARK NAME -Attached E-Mail
Commissioner Weidner, who is absent tonight, relayed a request that this item be
rescheduled for the next commission meeting.
MSC (Rude/Perondi) to reschedule this item until the June 21, 2001 commisison
meeting. Vote: 5-0-0-2.
ACTION ITEMS
It is required that for an item to be considered "approved," the votes of the Commission
must be a minimum of four (4), which is a majority of the Commission's seven (7)
members. With fewer members in attendance, the minimum approval vote is also
required to be four (4).
11. UNFINISHED BUSINESS: None
12. NEW BUSINESS:
Sunny Shy stated that Parks & Recreation staff is working with the residents and
management of the Congregational Towers to provide programs to benefit residents.
Ms. Shy also commented on the Summer Camps that are being offered to kids at
our recreation centers.

14. COMMISSIONER COMMENTS:
Commissioner Dennison invited everyone to attend the Intergenerational
Symposium: "Bridging Us Together." She also commented on the positive response
for Leisure Connection for homebound residents.
