Deputy Mayor Diaz, One point I wanted to make sure of which you are aware - I asked David McPherson of HdL (who you met at the forum) why he disdained lottery systems and never used them with his client cities for choosing dispensary operators, and he replied with something I hadn't thought of. "A lottery allows for actors to game the system — optioning the most real estate and then flooding the city with 80 different applications to improve their odds considerably through different names and LLC's etc. There is no mechanism to prevent this outcome, even if you make a rule allowing for one application per entity (as they will use a large number of entities)." "Choosing the best community fit and community enhancement requires a merit based system, so you can really determine what's best for each city individually and analyze each one based on pre-determined factors for a much more favorable outcome" (his words).
