MEETING CALLED TO ORDER by Commissioner Mosolgo at 4:30'p.m:
Commissioner Mosolgo welcomed newly appointed Commissioner Richie Macias, Jr.
ROLL CALL/MOTION TO EXCUSE
MEMBERS PRESENT: Commissioners Eric Mosolgo, Georgie Stillman, Lynda Gilgun and
Richie Macias, Jr.
MSC (Gilgun/Stillman) to excuse Chair Doug Reid, Vice-Chair Stan Jasek and
Commissioner Brett Davis. Vote: (4=0)
STAFF PRESENT: Marisa Lundstedt, Environmental Projects Manager
Maria Muett, Associate Planner
Tom Adler, Sr. Civil Engineer
Sandra Hernandez, Associate Engineer
Linda Bond, Recording Secretary
APPROVAL OF MINUTES: August 21, 2006
The minutes were not approved for lack of quorum of members who were present at the August
21; 2006 meeting.
ORAL COMMUNICATIONS: None.
NEW BUSINESS
1. IS-04-023 ---Shinn Tentative Parcel Map, 3185 Lynndale Place
Ms. Maria Muett (Associate Planner) presented an overview of the project.
Commission Comments
Commissioner Gilgun inquired about the public comment letter that was received.
Commissioner Stillman requested more information regarding the on-site wetlands
resources and the adjacent creek. Commissioner Stillman also had the following comments:
• Developed projects have more runoff, and storm drains will convey more pollutants
into the system. This issue should be addressed.
• There may be significant drainage issues coming from the project slopes.

Commissioner. Mosolgo requested a global picture of the main drainage- and had- thee.
following questions
• " Does it totally contain a 100-year flood?
Is there a.mapped floodway?
• Is there slope protection?-
• With encroachment into the wetlands, could the project be moved back?
• Is. there any nexus to improve access to the project?
Commissioner Macias inquired about the proximity of the sewer line from the project.
Staff satisfactorily,provided information.and clarification to the Commissioners questions-and.
concerns.
.MSC .(Macias/Gilgun) that the.RCC'determine that the Initial Study is adequate and
recommend that the Mitigated Negative Declaration be adopted. Vote: (4-0-0-3) with
Reid, Jasek and Davis absent.
ENVIRONMENTAL' PROJECTS MANAGER COMMENTS: Ms. Marisa Lundstedt
(Environh ental Projects Manager) reminded the Commissioners- :of the Boards and
Commissions Appreciation Picnic taking place on Saturday, September.23, 2006, at Salt Creek -
Park and Recreation Center:
CHAIR COMMENTS: None.
COMMISSIONER COMMENTS: Commissioner Gilgun reported on the first.Redevelopment,,,
Advisory Committee (RAC) meeting'that took place on September.7, 2006:
ADJOURNMENT: Commissioner Mosolgo adjourned the meeting at 5:02 p.m. to a regular
meeting on Monday, September 18,. 2006, at 4:30 p.m. in-the Ken Lee Building Conference
Room, 430 "F Street, Chula Vista, CA 91910.
