APPROVAL OF MINUTES: March 19, 2007
MSC (Gilgun/Jasek) to approve the minutes of. March 19, 2007. Vote: (6-0-1-0) with
Davis abstaining.

OLD BUSINESS
1. City Clerk's Board.and Commission Project
Chair Reid indicated that he talked to the City Clerk about this item,and she would like a
motion from the Commission on the concept.
MSUC (Gilgun/Macias) that the RCC recommend approval. Vote: (7-0)

Item #4 was taken out of order to _accommodate staff.

4. City's 2005 Greenhouse Gas Emissions Inventory:
Mr. Brendan Reed--(Environmental Resource Manager).handed out flyers for "Earth Week!',
which will be held April 21-28; 2007. Mr. Reed stated that the 2005 Greenhouse Gas
Emissions, Inventory..,is the first formal evaluation of the City's progress in reducing
emissions. -'Mr. Reed presented, an overview of the report. He stated that staff is
recommending that.the City Council accept the Inventory and to direct staff to reconvene the
Climate Change Task 'Force. This Task Force would assist staff. in .developing a list of
options and recommendations to further reduce emissions for City Council consideration.
Commission Comments
Commissioner.Mosolgo asked the following questions:
• How were emissions from the SR-125.corridor handled?
Has the City ever looked at any kind of Citywide, installation of solar panels?
Staff satisfactorily provided information' and clarification .to Commissioner Mosolgo's
questions.
NEW BUSINESS
2. 'IS-06-005 -- Marsella Villas, 778-812 Ada Street
Mr. Benjamin Guerrero (Environmental Projects Manager-) presented a PowerPoint overview
of the project.
Commission Comments

Commissioner Stillman had the following questions and comments:
• Cancer risks were mentioned in the report. Why,wasn't asthma mentioned?
• Units closest to the freeway should have a 6-foot barrier wall on the balcony instead
of a 5-foot barrier wall.,
• Mature trees-should be planted, or salvage the trees that are already on the property. .
• Guest parking is not adequate.
Commissioner Gilgun had the following concern and questions:
• The project is too close to the freeway. Six units are within the 500-foot buffer of the
freeway. Would it be possible to move the building further east so it would be outside
the 500-foot buffer?
• Is a Mello Roos'going to be done for public services/school district?
Commissioner Stillman asked if it would be possible to.move the walkway that is shown in
the middle of the project to the west side of the project?Would that move_the building that is
within the 500-foot buffer of the freeway to outside the 500-foot buffer?
Commissioner Mosolgo had the following questions:
• How is contaminated soil being removed without suspension in the air?
• Is the site identified as a drainage„problem?
• Where are the inlet filters?

Chair Reid questioned the rezoning on the property. The rezoning change to R-3-P should
be noted in the text of the Mitigated Negative Declaration.
Commissioner Davis asked how much tax revenue the City would receive.
Staff satisfactorily provided information and clarification to .the Commissioners' questions
and concerns.
MSUC (Stillman/Davis) that the RCC accept the Mitigated Negative Declaration for
the Marsella Villas project. Vote: (7-0)
Chair Red,Vice -Chair Jasek. and .Commissioner Davis recused themselves
during Item #3 .

3.. IS-06-013 --St. Rose of Lima Catholic School and Church Complex, 293-`H' Street
Commissioner Stillman nominated Commissioner-Mosolgoto .conduct_,the-meeting during
Item #3�because he has seniority. Commissioners 0i1gun and..Macias agreed.:.
Deacon Greg Smyth (St. Rose'of Lima Parish),stated that thisis nota plan for a specific
project. What the applicant,is asking for is a'Conditional`Use Permit of-the master plan.
Existing?facilities are going to be replaced. The only growth is adding.40 youngsters to the
school for a pre-school facility and increasing the capacity of the church. The church is using
shared ;parking at the courthouse and has an agreement with Mr. Pierri at the Gateway
facility to meet parking requirements.
Ms. Maria Muett (Associate Planner) presented anoverview_ of the project with input
provided by Deacon Smyth.
Commission Comments
Commissioner Gilgun had a question regarding the student drop,off and pick up.area and
pre-school operations.
Commissioner Stillman referred to page 2 of the Environmental Checklist regarding
aesthetics. Part of the RCC's CEQA obligation is to be concerned about the preservation of
landmarks. Commissioner Stillman wanted.to include.in the RCC recommendation to the
Planning Commission that the aesthetics of this historic building be preserved.
Commissioner Mosolgo thought the pedestrian access was a great idea. The idea of a
pedestrian bridge, if the applicant could find financing, would be a great benefit to the whole
community. With regard to the water quality, this would be a great opportunity to direct
runoff toward the sports field and green areas. Could the parking area be redesign to direct
runoff to the grassy swells?
Staff satisfactorily provided information and clarification to the Commissioners' questions
and concerns.

MSC (Stillman/Macias) that the RCC find that the. Initial 'Study is adequate with
regards to the St. Rose Lima Parish Mitigated Negative Declaration. Vote: (4-0-0=0)
with'Reid, Jasek and Davis recused.
MSC (Stillman/Gilgun) that the RCC ask that the future architecture for the new
parish building incorporate the current existing architectural mission theme. Vote: (4-
0-0-0) with Reid, Jasek and Davis recused.
Chair Reid, "Vice =Chair Jasek and Commissioner Davis returned .to the
meeting. ,
ENVIRONMENTAL PROJECTS MANAGER COMMENTS
Ms. Lundstedt stated that, at the next meeting; Engineering would give the Commission training
regarding Drainage. Staff will also.try to give 'areport on the Bayfront if Engineering staff-is.
available. Ms: Lundstedt also reported that the reason why. _staff didn't have a call for
nominations for Environmentalist of the Year and Historic`Preservationist of the Year on this.
agenda was because the Mayor's Office wanted to delay the Awards Banquet until September.
Ms. Lundstedt asked when the Commission would like to place the item on the agenda since_
more time had been provided to collect nominations.
.Commissioner Stillman suggested that the press release be put out in"June. The longer
exposure there is, the better.

COMMISSIONER COMMENTS
4. Redevelopment Advisory Committee (RAC) Update
Commissioner Mosolgo reported that there were two items-on the RAC agenda. The high
profile project is the Vogue Theatre that everyone is excited about..It's going to be kind of a
House of Blues type,of concert hall. The only issue he had. brought up was about parking.
They have some good plans for that, which will include valet parking. The other-item on the
agenda!was the Third. Avenue Center, kind of a medical/commercial development in the
southwest. Commissioner Mosolgo stated that this is a blighted area, so anything they do
there is";going to be an improvement.
ADJOURNMENT: Chair Reid adjourned the meeting at :6:20 p.m. to.a regular meeting on .
