HomeMy WebLinkAbout2007-07-16 RCC MIN MINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION July 16, 2007 Ken Lee Building Conference Room 430 'F' Street MEETING CALLED TO ORDER by Chair Reid at 4:31 p.m. ROLL CALL/MOTION TO EXCUSE Commissioner Brett Davis was not excused. MEMBERS PRESENT: Chair Doug Reid, Vice-Chair Stanley Jasek, Commissioners Georgie Stillman, Lynda Gilgun, Richie Macias, Jr. and Eric Mosolgo (4:37 p.m.) STAFF PRESENT: Marisa Lundstedt, Principal Planner Maria Muett, Associate Planner Khosro Aminpour, Senior Civil Engineer Lynnette Tess ito re-Lo pez, Associate Planner Linda Bond, Recording Secretary OTHERS PRESENT: Three guests were in the audience APPROVAL OF MINUTES: May 7, 2007 MSC (Jasek/Gilgun) to approve the minutes of May 7, 2007. Vote: (5-0-0-2) with Mosolgo and Davis absent. ORAL COMMUNICATIONS: None. OLD BUSINESS 1. Environmentalist of the Year and Historic Preservationist of the Year Awards Ms Marisa Lundstedt (Principal Planner) indicated that she had not received a final date from the Mayors office for the Awards Banquet. The RCC talked about July for the press release going out, but that will have to be pulled back. Commissioner Stillman asked if that meant the RCC was not making nominations at this meeting? Ms Lundstedt responded that we would be taking nominations at a future meeting. The press release has to go out first. RCC Minutes - 2 - July 16-2007 i Commissioner Stillman stated that she and Commissioner Gilgun--had a nomination for the environmentalist and a very worthy residential preservationist. Commissioner Stillman asked if it would the best for her to prepare a handout for the next RCC meeting or something that could be emailed about both? Ms Lundstedt asked if Commissioner Stillman -would type it up explaining" how they meet some of the criteria, and staff would distribute it. Commissioner Stillman asked, if the public would be invited to nominate, also. She thought that the RCC had to Make the nomination as a Commission. Ms. Lundstedt stated that staff will take in public.suggestions and then the RCC will make the final decision.. NEW BUSINESS 2. IS-07-06 --- EI Pollo Loco Fast Food Restaurant, 919 Otay Lakes Road Ms Maria Muett (Associate Planner) presented the proposed project. Commission Comments Chair Reid asked if the widening of Otay Lakes Road also included re-alignment? He noted that the vicinity map is not correct. Commissioner Mosolgo noted that on page 3 at the bottom it says: "The site currently consists of approximately 97% pervious surfaces". That's not right. understand you are under an acre, .but I think you still have to do a Water Quality Report. So what is the preliminary plan to treat the runoff for ultimate conditions and post-construction? He would like to see in these documents if it planned to treat it in swales or some kind of treatment system. Commissioner Stillman liked the project, and couldn't see anything wrong with it. To learn that they are filtering their water before it leaves the site, I would have liked to have known that because I would have been very pleased to know that the City is able to work with new development and get that kind of conservation and environmentally friendly result. We would like to .let people know what a great job everybody on our staff is doing. It just makes businesses our good neighbors, and that's good for everyone. Vice-Chair Jasek stated that it's going to be a welcomed addition out there. Unless the situation in that strip mall is changing, it could have been a cumbersome project because parking out there is already at a- premium, but if Henry's, in fact, is relocating, it will be interesting to see what replaces it. Staff and the consultant satisfactorily responded to the Commissioners questions and concerns. I i R. RCC Minutes - 3 - July 16, 2007 MSC (Mosolgo/Macias) to recommend approval of the Mitigation Declaration. Vote: (6-0-0-1) with Davis absent. 3. Request for Appointment to the Historic Preservation Advisory Committee Ms Lynnette Tessitore-Lopez (Associate Planner) indicated that the City Council approved the Historic Preservation Work Program proposal on May 22, 2007. Ms Lopez had come before the RCC in November of 2006 with an overview of the adopted Work Program. Ms Lopez asked that the RCC appoint one person and one alternate to sit on the Advisory Committee. MSC (Macias/Gilgun) to appoint Commissioner Stillman as the RCC member to the Advisory Committee. Vote: (5-0-1-1) with Stillman abstaining and Davis absent. MSC (Mosolgo/Jasek) to appoint Chair Reid as the alternate RCC member to the' Advisory Committee. Vote: (5-0-1-1) with Reid abstaining and Davis absent. i 4. Summary of Activities Report for FY 2006/2007 Ms Lundstedt stated that, if the Activities Report is acceptable, Chair Reid can sign it, and staff can transmit it to the City Clerk. MSC (Stillman/Jasek) that the RCC accept the Summary of Activities as presented. Vote: (6-0-0-1) with Davis absent. 5. Election of Officers MSiC (Mosolgo/Stillman) to nominate Vice-Chair Jasek as Chair. Vote: (5-0-1- 1) with Jasek abstaining and Davis absent. MSC (Jasek/Gilgun) to nominate Commissioner Mosolgo as Vice-Chair. Vote: (5-0-1-1) with Mosolgo abstaining and Davis absent. INFORMATION ITEM 6. Stormlwater Monitoring in Chula Vista Mr. Khosro Aminpour (Senior Civil Engineer) gave a very informative presentation regarding Stormwater Monitoring. • The City has 17 drainage basins. • There are 57 stations. Samples are taken from each station every year. • Two types of monitoring: 1. Dryweather; 2. Wet weather RCC Minutes - 4 - July 16, 2007 • Laboratory testing is done to 25% of the 57 stations. • Field screening observations • 'Field analytical testing • Laboratory analytical testing • Field test trends • Laboratory test trends The Commissioners and staff., asked the following questions and comments during Mr. Aminpour's;presentation. Chair Reid asked about :the 25% that'is sent to the lab for testing. How do you determine which samples go?undst Ms Ledt asked if the Regional Permit requires that you find the source and then apply certain measures after that, or is it just fact finding? Is there anything you have to do for the Permit? I Commissioner Mosolgo had the following comments and questions: • In cases where you can clearly identify the culprit, what does the City do beyond public education? What is the next step if they don't improve? • Are they isolated cases where they don't comply or is it generally a random problem? • Could your car be washed at home if it was parked on grass? • Based on the results of these tests, can you identify some problem areas we should look for as we look at new projects and specific types of pollutants? II've always thought that we have problems along the Otay River corridor because of all the industrial activities. Do you see problems like that? I would like to see the mass loading station on the Otay River. I think you would get better data from that. What is your comment on what areas seem to be the biggest problem areas? Besides pet waste, is there anything else we should look for? Commissioner Stillman had the following questions and comments: • If there is a rule that must be followed, and someone is a three-time violator, I would think that you could publish that in the local press. I think if the businesses need to make enough money to have Best Management Practices. A lot of them don't comply because it's expensive. • You do education with business people who might be likely to have pollutants that get into the stormwater? I know they do education to homeowners. • You can't have someone come detail your car? • Do you think you have enough staff? Do you need more people to go around hand do more testing or is it adequate? We have had some environmental ;impact mitigated negative declarations. I'm thinking particularly of one, which didn't happen, the senior center in . EastLake over by Lower Otay Lake. ,Because of that landscaping and the proximity to the Lake, somebody said that anytime the hint of rain got to X probability, someone had to be out there i 4 RCC Minutes - 5 - July 16, 2007 i sampling before, during and after. I was told that we only had one person to monitor that water. • Do you get the reports from people who have to do their own monitoring? I thought restaurants had to have, some kind of practice about capturing ;grease. You have tokeep it clean so it can flow through. There is no way of getting technology that would; instead of it going into the grease trap, that it 'would go into something that would treat it? Chair I Reid asked if it would be possible to get a copy of Mr. Aminpour's presentation. Mr. Aminpour responded very knowledgably to all questions and comments from the Commissioners and staff. ENVIRONMENTAL PROJECTS MANAGER COMMENTS: None. 1 CHAIR COMMENTS: None. COMMISSIONER COMMENTS Commissioner Stillman announced the Mayor's Ice Cream Social with the funds going to the historic preservation project funding. 7. Redevelopment Advisory Committee (RAC) Update Commissioner Gilgun reported that the process seems to be working well. We are getting a lot of projects back for a second review. Architects, builders and developers have made changes based on our input. ADJOURNMENT: Chair Reid adjourned the meeting at 5:53 p.m. to a regular meeting on Monday, August 6, 2007, at 4:30 p.m. in the Ken Lee Building Conference Room, 430 "F" Street, Chula Vista, CA 91910.
