APPROVAL OF MINUTES: October 15 and November 5, 2007 October 15, 2007 Minutes MSC (Stillman/Reid)to approve.the minutes of October 15th as drafted. Vice-Chair Mosolgo suggested that.maybe in the future that the RCC vote 'support' a nominee rather than 'oppose' a nominee because he didn't feel like he was opposing a nominee. Vote: (4-0-1-2)with Davis abstaining and Gilgun and Macias absent. RCC Minutes - 2 - November 19, 2007 November 5, 2007 Minutes MSC (Reid/Davis) that the November 5, 2007 minutes be approved. Vote: (5-0-0-2) with Gilgun and Macias absent. INFORMATION ITEM 1. Discussion of City Water Quality BMP Requirements Mr. Khosro Aminpour .(Senior Civil Engineer) discussed the following forms utilized during the review and approval process for development and redevelopment projects to make sure the BMPs are instituted and maintained: • Form 5500: Project Permanent Storm Water BMPs (SUSMP) Requirements • Form 5501: Permanent Standard Storm Water BMPs Requirements • Form 5502: Construction Storm Water BMP Requirements . • Form 5504: Construction Storm Water Management Plan Guidelines • Flow Chart showing the responsibilities 'of different departments within the City entitled "Standard Urban Storm-Water Mitigation Plans (SUSMP) Implementation Process" Ms Marisa Lundstedt (Principal Planner) stated-that the reason Mr. Aminpour was invited to give this presentation was to show the Commission-how the process works. Commission Comments Commissioner Stillman wanted to know how many inspectors the City has employed. Commissioner Reid stated that it was his understanding that one of the biggest sources of pollution in the area was washing cars and so forth off of driveways, which were not controlled. Commissioner Reid also asked general questions about the use of a permeable surface on driveways. Vice-Chair Mosolgo discussed his understanding of the low impact development measures and the affect that these requirements will have on future projects. Mr. Aminpour satisfactorily responded to the Commissioners' questions. NEW BUSINESS 2. IS-07-014 --- High Tech High University Park, Southeast corner of Discovery Falls Road and Hunte Parkway Vice-Chair Mosolgo recused himself as he worked on the project. Mr. Glen Laube (Senior Planner) presented an overview of the project via PowerPoint. Commission Comments Commissioner Reid asked if the project required a re-designation under the PC zoning? RCC Minutes - 3 - November 19, 2007 Commissioner.Stillman asked the following questions: • 'What is the borrow.area? • Is that a.big height elevation difference on the site? • On page 42 it says that these mitigation things.will be inspected and reviewed by the Environmental Review Coordinator and Engineer. Who is the Environmental Review Coordinator? Mr. Laube satisfactorily responded to the.Commissioners questions.. MSC (Davis/Stillman) that the RCC determine that the Initial Study-is adequate and recommend that the Mitigated-Negative'Declaration be adopted. Vote: (4-0-1-2) with Mosolgo abstaining and Gilgun and Macias'absent. Vice-Chair Mosolgo 'retiirned to the meeting. 3. IS-07-031 --- Oxford Street / Concordia Lutheran Church Residential, 267 East Oxford Street Ms Maria Muett (Associate-Planner) presented an overview.of the project via PowerPoint. Commission Comments Commissioner Stillman thought.that this is the first project the RCC has seen on the west side with this permeable driveway. It looks like a lot of good effort has gone into water. conservation. Maybe their HOA will disallow'any washing of cars in the street or driveways. V They seem.very green-minded: This. is,a commendable project. She did not remember seeing'one with this many in for everyday residential development in a built , community.. Vice-Chair-Mosolgo asked the following questions: • Is the permeable pavement at each-driveway? • Are each of the drains disconnected for all of the homes? • What is the mechanism by which the storm water discharges from the.swale out to,. -the public connector... • What is the difference in flow rates? • In terms of the fact that you.are discharging right out to the road, is that going to cause any problems with gutter capacity downstream or any capacity downstream? Do you see any problems downstream? Chair Jasek had the following questions and concerns: • Who are these homes going to be made available to for sale? • Do we know yet what the name of.that street is going to be? Monterey aligns on one side..is there a reason for the Concordia option? • In the past there have been numerous letters to.the editor here in Chula Vista as to how confusing our street-names can be with the expansion eastward. • What kind of conservation .or green- ideas, are going to be built into the homes themselves? _ Is there anything being done ' here, to Out inline heating systems or more `, conservational equipment? RCC Minutes - 4 - - November 19. 2007. Commissioner Stillman asked if, tankless water heaters have instant water? Commissioner Stillman thought that this could be a selling point in your homes because; over time, those things are very efficient. Staff and the consultants satisfactorily responded to the Commissioners' questions and concerns. MSC (Stillman/Reid)that the RCC find .the Mitigated Negative Declaration adequate for project IS-07-031. Vote: (5-0-0-2)with Gilgun and Macias absent. 4. Consideration of Request for Designation of 201 `I' Street -Otto J. Ellinghaus House Ms Lynnette Tessitore-Lopez (Associate Planner) described the home and the criteria,under which the home qualifies for historic designation. Public Comments ' Ms. Pamela Bensoussan (Chula Vista resident) stated-that she lives within 500.feet of the . home. She urged the RCC to adopt staffs' recommendation. It's a wonderful house.. It adds -a lot to the neighborhood. Ms. Bensoussan also stated that-she-was appreciative of the,. . builder...Denstad. In addition to the EI Primero Hotel, he built the building that also has the features of the EI Primero Hotel at 281 Third Avenue, which used to be the;Montezuma Book Store building. He is a celebrated architect'in Chula Vista. Commission Comments l Vice-Chair Mosolgo asked the following questions: • He asked Ms Tessitore-Lopez to very briefly name-the criteria.that you have to meet. to get this designation? • Is there a:limit in.a given year as to how-many,homes can obtain the designation or . is it arbitrary? Commissioner Davis asked if a historical home could be rented. Ms Lundstedt reported, ' for the record, that commissioner Stillman. recused herself, as she appears to reside within 5.00 feet of the subject house. Staff satisfactorily responded to the Commissioners' questions. MSC (Reid/Davis) that the RCC recommend designation-of 201 `I' Street as a . historical site. Vote: (4-0-1-2) with Stillman abstaining and Gilgun. and' Macias- absent. commissioner Stillman returned to the meeting.- 5. Mills Act Contracts--- 613 Second Avenue/The Bronson House, Historid Site#10 210 Davidson Street/The,Cordrey House,'Historic Site #3 630 Del Mar Avenue/The, George Rife House, Historic Site #15 209 "D"Street/The Nancy Jobes House, Historic Site#27. RCC Minutes - 5 - November 19, 2007 Ms Tessitore-Lopez indicated that all the homeowners were present if the Commissioners wanted to ask them any questions. She proceeded to describe what the Mills Act is and the benefits. Ms Tessitore-Lopez then presented each of the homes that were applying for the Mills Act Contract. Public Comments Ms Bensoussan stated that she lives across the street from one of the houses and appreciates how important it is to the neighborhood. These four are all very good houses, and she was thrilled to see that they are seeking the Mills Act. She wanted to mention that the Mills Act Contracts are recorded with the deed. When the City adopted the Mills Act program, the City found that there were no significant fiscal impacts that would cause any detriment to the City. They thought, on the contrary, that it would be a benefit to the City. So, there is also no cap on the number of Mills Act Contracts that the City can enter in to. The public benefit is that, when the owner makes this contract, they are going to preserve the integrity of this historic structure. It's really for the benefit of the community and neighborhoods. These are all very deserving important houses. The house on .Del.Mar was occupied by a previous Mayor who also served as City Council person. The house on 'D' . Street...he founded the Episcopalian Church. Having a historical home is very, very expensive and difficult to maintain. She strongly urged the RCC to approve the staff recommendation. MSC (Stillman/Davis) that the RCC accept the houses detailed to obtain the Mills Act. Vote: (5-0-0-2)with Gilgun and Macias absent. PRINCIPAL PLANNERS' COMMENTS Ms Lundstedt stated that she will be reporting back on projects that the RCC has already reviewed. She-is in the process of working with the planners to prepare these reports. Ms Lundstedt noted that the ethics training requirement memo in the RCC packet is a,reminder. Ms Lundstedt read a letter from Laura Hunter, in which she expressed her appreciation for receiving the"2007 Environmentalist of the Year" award. CHAIR COMMENTS Chair Jasek asked the Commissioners to take the ethics memo to heart. Keep it handy. It has the web site that you can go to. There is a continuing requirement for updates. COMMISSIONER COMMENTS 5. Redevelopment Advisory Committee (RAC) Update Vice-Chair Mosolgo reported that there is going to be a joint RAC and Redevelopment Agency meeting/workshop on December 6. If any members of the RCC have any issues that they would like raised at that workshop, let him know or notify Ms Lundstedt.
