MEETING CALLED TO ORDER by Chair Jasek at 4:30 p.m.

NEW BUSINESS
1. IS-07-037 ---Park Way Project;419 &421 Park Way
Mr. Brian Catacutan (Associate Planner) presented the project, which consists of
demolishing two single-family dwellings, garages and accessory structures on a 0.55-acre
site and replacing with a two-story, five-unit, multi-family residential development.
Commission Comments
Commissioner Stillman noted on page 3 of the MMD that it says 43 sensitive plants have
been recorded in this area, but not on this property. What area has 43 sensitive plants?Was
there a neighborhood study?
Vice-Chair Mosolgo stated that this seems like a perfect site to have porous pavement on
because.everything is.draining:out to the street, and it's, draining out toward the channel. In
regard to possible encroachments onto the floodplain, the MMD says the City determined a
water surface elevation of 60 msl. How was that determined?

Chair Jasek felt that it was a real shame to tear out those trees. What number and what size
!i are the trees that are going back in there?
MSC (Reid/Stillman) that the RCC determine that the Initial Study is adequate and
recommend that the Mitigated Negative Declaration be adopted. Vote: (6-0-0-1) with
Davis absent.
PRINCIPAL PLANNERS COMMENTS
Ms Lundstedt stated that, in the next RCC packet, she would include a copy of an article that
came out in the Union-Tribune about the Otay Ranch restoration project and the success that it
had. City staff had a Policy meeting at the County for the Otay Ranch in which the Otay Ranch
brought their biologist. He did a great presentation, and she would try-to get him here...Mike
O'Dara with RECON. You would be really proud of this project. It's something that the RCC
approved back when SPA One.came through.
COMMISSIONER COMMENTS
5. Redevelopment Advisory Committee (RAC) Update
Vice-Chair Mosolgo reported that there is going to be a joint RAC and Redevelopment
Agency meeting on December 6.
Commissioner Stillman wanted to know more about the polluting aspects of the peaker plant
expansion over on Main. Would it be possible to get someone knowledgeable on staff who
knows what those plans are? We, as a Commission, should know what the projections are.
Ms Lundstedt stated that she could talk to Mr. Michael Meacham. Mr. Steve Power
(Principal Planner) also responded by stating that the State is asserting their authority this
time.
CHAIR COMMENTS: Chair Jasek stated that, in lieu of the fact the Ms Linda Bond (RCC
Recording Secretary) is retiring, Commissioner Reid (along with his wife) have put together a .
little shindig. We have had two discussions as to whether we need to adjourn or recess in order
to maintain our presence together without being in violation of the Brown Act. So, we will
adjourn until the meeting of the 17th, and I would request that everybody stick around for a few
minutes, please, while we get together and celebrate a career ending.
ADJOURNMENT: Chair Jasek adjourned the meeting at 4:51 p.m. to a regular meeting on
Monday, December 17, 2007, at 4:30 p.m. in the Ken Lee Building Conference Room, 430 "F"
Street, Chula Vista, CA 91910.
