RESOURCE CONSERVATION COMMISSION .

MEETING CALLED TO ORDER by Chair Jasek at 4:30 p.m.

MEMBERS PRESENT: Chair Stanley Jasek, Vice-Chair Eric Mosolgo, Commissioners
Georgie Stillman (arrived at*35 p.m.), Lynda Gilgun and Richie
Macias, Jr.
MEMBERS ABSENT: Commissioner Brett Davis and Doug Reid excused

ORAL COMMUNICATIONS: None.
APPROVAL OF MINUTES: November 19, 2007 and December 3, 2007
MSC (Mosolgo/Jasek) (2-0-2-3) Approve the minutes of November 19, 2007.
Motion carried with Gilgun and Macias abstaining and Davis, Reid, Stillman
absent.
MSC (Gilgun/Macias) (5-0-0-2) Approve the minutes of December '3, 2007.
Motion carried with Davis and Reid absent.
INFORMATION ITEMS:
Ms. Marisa Lundstedt, Principal Planner explained that this was staffs first attempt to
provide the commission with an update, that they requested, on the status of items
previously reviewed.
1. Project Status Reports
• CORR 2007- Both Commissioner's Jasek and Stillman were surprised
with the results of the acoustical and biological monitoring during the race
event. The information was right on target with what had been projected
in the MND of May 7, 2007. Commissioner Stillman:noted that she was at
the event and the airplanes from Brown Field made more noise than the
vehicles. She asked if the CORR event would come back? Ms. Lundstedt

.stated- that it would. The applicant had submitted, an application for a
-temporary venue, which hasn't been deemed complete yet. Staff was
able to convince them to hold back on their request for a permanent venue
for two more years, so that staff can process the permanent track
application.
• EL Pollo Loco- Chair Jasek asked if there was any activity from Pollo
Loco. Staff stated.that the.applicant had not come back for their building
permit and if there were any change she would notify the commission. As
far as she knew, the applicant had not withdrawn the project. Chair-Jasek -
felt because of the,current economy the city would be.seeing a lot of this.
• St. Rose of Lima- Chair Jasek mentioned that St. Rose was behind
schedule as they were trying to reach a specific monetary amount before
they commence construction.
• Home 'Depot- Chair Jasek mentioned that the Home Depot would most
likely not be completed, as the project had been cancelled.
Ms. Lundstedt stated that staff would try and accommodate the commission with,
periodic updates on-any items that have gone before the.group..
NEW BUSINESS
2. Construction and Demolition Debris Recycling Ordinance
Ms. Lynn France (Environmental Services Program Manager) gave a brief overview of the
Construction and Demolition Debris Recycling Ordinance. . The reason for the-ordinance is
the city is currently not in compliance with the State Law-AB 939, which requires jurisdictions
reduce the amount of waste going to the landfills by 50% or face potential firms of up to
$10,000 per day. Since the RCC had received their packets, she has taken the draft
ordinance to the Board of Appeals and Advisors Committee,-who recommended sending it
to council for approval with an inclusion of the word "Deconstruction" under Demolition in
Section 8.25.020 (Definitions) in the ordinance. The other revision that was added to the
ordinance includes performance standards for staff on the initial application process for
approval. Staff will respond to the initial application within two weeks or the .deposit is
waived. Staff's goal is to turnaround the applications within three days.
Commission Comments
Commissioner Gilgun thought the ordinance was a good idea and made sense because
of all the construction going on in the city., From the looks of it, it appeared that staff had
put a lot of time into it because the ordinance was very comprehensive. Ms. France
explained that it had been a 3-year process.

Commissioner Stillman asked the following question:
• Who monitors the landfills to see if they are actually recycling the material?
Vice Chair Mosolgo asked the following questions:
• At the Otay Landfill what is.the maximum capacity of.material that can be held
there?
•- Does the city get involved with monitoring the leaching collection at the landfill? -
Chair Jasek asked the following questions`.
• Who was the operator of the site on Nirvana where there is a construction site
where you can haul salvageable materials; and who used the facility?.
Referring to Non-Covered Projects in the Ordinance: 'If someone is doing a
home remodel that will add 500-600 sq ft, which would generate a lot of
demolished concrete removal of dirt and old wood debris would this be covered
under the ordinance?
Ms. France responded satisfactorily to the Commissioners questions.
MSC (Gilgun/Macias) (5-0-0-2) that the RCC recommend that the City Council
adopt the Demolition Debris Recycling Ordinance. Motion carried with Davis.
and Reid absent.
PRINCIPAL PLANNERS COMMENTS
Ms. Lundstedt introduced Rosemarie Rice who would be the acting secretary to the
RCC. She also mentioned that she would be following up on RCC's request to have a
discussion on the status of the Main Street Peaker Power Plant.
COMMISSIONER COMMENTS "
Vice Chair'Mosolgo reported on the joint RAC and Redevelopment Agency meeting of
December 6, 2007. He noted there was a lot discussion and disagreement on the way
things should run between each body. The next meeting would be on Thursday,
February 7, 2007 and he believed there was only one item to be reviewed. He would
give the commission an update at their next meeting.
CHAIR COMMENTS: Chair Jasek stated that he had no comments.
ADJOURNMENT: Chair Jasek adjourned the meeting at 4:59 p.m. to a regular meeting on
Monday, February 18, 2008, at 4:30 p.m. in the.Ken Lee Building Conference Room, 430 "F"
Street, Chula Vista; CA 91910.
