HomeMy WebLinkAboutReso 2018-022RESOLUTION NO. 2018-022 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA SUPPORTING THE DEVELOPMENT OF A PARTNERSHIP AGREEMENT WITH SOUTHWESTERN COMMUNITY COLLEGE THAT WILL ENABLE THE DEVELOPMENT OF A BACCALAUREATE PROGRAM UTILIZING THE UNIVERSITY CENTER CONCEPT ON THE UNIVERSITY AND INNOVATION DISTRICT PROPERTY WHEREAS, in 1993 the City of Chula Vista identified a geographical area in the Otay Ranch General Development Plan and General Plan for a new University Park and Innovation District; and WHEREAS, in December 2014 the City completed its acquisition of 375 acres located in the Otay Ranch community; and WHEREAS, in 2015 the City began the planning effort for the University and Innovation District (UID); and WHEREAS, the UID planning provides the ability for the UID, at build out, to accommodate up to 20,000 students with an innovation district capable of building approximately 4 million square feet of commercial space for private industry partners; and WHEREAS, the City Council has endorsed a vision of creating a multi-institutional bi- national campus that leverages the border as a laboratory to attract students from both the United States and Mexico, offers baccalaureate and graduate level degrees and academic studies for the bi-national region, and serves as a catalyst for growth and economic development; and WHEREAS, in 2008 Southwestern Community College (SWCC) received approval for Proposition R from Chula Vista voters for the reinvestment and expansion of SWCC; and WHEREAS, within Proposition R approximately $41 million dollars was identified to support the construction of two new higher education centers in the City of Chula Vista; and WHEREAS, in June 2017 at a joint meeting, the Chula Vista City Council and the Board of Trustees for SWCC discussed the opportunity for partnering with SWCC to potentially locate a “University Center” on the UID property that would support attainment of baccalaureate degrees; and WHEREAS, to further the discussion of a partnership between the City and SWCC a joint subcommittee was formed with members of the City Council and the Board of Trustees; and DocuSign Envelope ID: 9390CEED-9A45-49FD-BD89-9639B33DC525 Resolution No. 2018-022 Page No. 2 WHEREAS, at a joint subcommittee meeting held on November 28, 2017, consensus was reached to pursue a formal partnership agreement between the City and SWCC; and WHEREAS, the joint university task force agreed to present resolutions to their respective legislative bodies that would support pursuing the development of a non-profit university center concept with the City potentially contributing the land and Southwestern College potentially utilizing bond proceeds towards the construction of the center. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that it supports the development of a partnership agreement with Southwestern Community College that will enable the development of a baccalaureate program utilizing the university center concept on the University and Innovation District property. The goal of the partnership is to facilitate non-profit and public institutions offering baccalaureate and graduate degrees and programs. Presented by Approved as to form by Eric C. Crockett Glen R.
