RESOURCE CONSERVATION COMMISSION
OF THE CITY OF CHULA VISTA
March 9, 2015 5:00 PM
A Regular Meeting of the Resource Conservation Commission of the City of Chula Vista was called to
order at 5:00 PM in the Executive Conference Room 103, Building A, located at 276 Fourth Avenue,
Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Coleman, Sedgwick, Valen and Chair Kappes
ABSENT: Commissioner Rahimzadeh and Commissioner Romo
MOTION TO EXCUSE: Commissioner Coleman moved to excuse Commissioner
Rahimzadeh from the meeting on February 9, 2015. Commissioner Valen seconded the motion
and it was carried by the following vote.
Yes—4 Colman, Sedgwick, Valen and Kappes
No-0
STAFF PRESENT: Admin Services Manager Beamon, Environmental Services Program
Manager France, Environmental Resource.Manager Reed, Open Space Manager Oludunfe,
Conservation Associate Penera,Volunteer Oolie and Sr. Secretary Lindsey
APPROVAL OF MINUTES: Commissioner Valen moved to approve the minutes of the February 9,
2015, meeting as written. The motion was seconded by Commissioner Sedgwick and it was carried by
the following vote:
Yes—4 Coleman, Sedgwick, Valen and Kappes
No-0
PUBLIC COMMENTS: none
INFORMATION ITEMS -
1. Open Space Manager Oludunfe reported that the Arbor Day Foundation has certified the
City of Chula Vista as a Tree City USA. At the City Council meeting to be held on April
14, 2015, a Proclamation will be made to proclaim April 24, 2015, as Arbor Day in the City
of Chula Vista. On that day trees will be planted at Salt Creek Park from 9:00 am to 12:00
noon.
2. Conservation Associate Penera presented information about the South Bay Energy Action
Collaborative. Volunteer Oolie,who is also a CitySpark member, gave a presentation about
CitySpark and the projects it is involved in San Diego County. Both talked about the South
Bay Electric Vehicle Readiness Project.

1. Consideration of the 2015 Earth Month Proclamation

Environmental Services Program Manager France and Environmental Resource Manager
Reed reviewed the 2015 Earth Month Proclamation that will be proclaimed at the City
�. Council meeting on April 21, 2015. Commissioner Valen would like to have the Master
Composter Class included in the proclamation. Commissioner Valen moved to accept the
proclamation as presented to the Commission with the addition of the Master Composter
class. The motion was seconded by Commissioner Sedgwick and carried by the following
vote:
Yes—4 Coleman, Sedgwick, Valen and Kappes

ACTIVITY REPORT
The commissioners would like to see both proclamations that were on the agenda tonight on the
Activity Report.
STAFF COMMENTS
Environmental Services Program Manager France and Environmental Resource Manager Reed went
over the Earth Month Activities flyer that was given to the commissioners at tonight's meeting. They
also updated the commissioners about the CLEAN Champion Awards timeline.
COMMISSIONERS' COMMENTS
Commissioner Coleman went over his written report that was given to the commissioners tonight on
the Wildlife Advisory Group (WAG) and the Bayfront Cultural Design Committee (BCDC).
Commissioner Valen added his comments to the WAG report since he also attended it as the RCC
alternate representative.
CHAIR'S COMMENTS
Chair Kappes reminded the commissioners that at the next meeting on April 13, 2015,they will be
deciding on the CLEAN Champion Award winners. She would like ideas from the commissioners for
topics at future meetings.
ADJOURNMENT
Commissioner Sedgwick moved to adjourn the meeting. The motion was seconded by Commissioner
Coleman and carried by the following vote:
Yes—4 Coleman, Sedgwick, Valen and Kappes

Meeting was adjourned at 5:52 pm to a regular meeting to be held on April 13, 2015.
