HomeMy WebLinkAbout2018-01-08 SSC MinutesMINUTES OF A REGULAR MEETING OF THE SUSTAINABILITY COMMISSION OF THE CITY OF CHULA VISTA January 8, 2018 5:00 PM A Regular Meeting of the Sustainability Commission of the City of Chula Vista was called to order at 5:04 pm in the Executive Conference Room 103, Building A, located at 276 Fourth Avenue, Chula Vista, California. ROLL CALL PRESENT: Commissioners Matthias, McMillin, Romo and Vice Chair Mora ABSENT: Commissioner Kappes and Chair Valen MOTION TO EXCUSE: none STAFF PRESENT: Senior Conservation Specialist Wisniewski, Senior Recycling Specialist Medrano, Conservation Specialist II Downs and Administrative Secretary Lindsey APPROVAL OF MINUTES: Vice Chair Mora moved to approve the minutes of the regular meeting on November 11, 2017. The motion was seconded by Commissioner McMillin and carried with the following vote: Yes — 4 Matthias, McMillin, Romo and Mora No -0 Abstain — 0 PUBLIC COMMENTS Kevin Aviles, an Intern that works with Commission Romo, introduced himself to the Commission. INFORMATION ITEM 1. Georgetown University Energy Prize Update and Climate Change Working Group Review Conservation Specialist 11 Downs gave a presentation about the City of Chula Vista's ranking in the Georgetown University Energy Prize competition. He also gave a presentation to update the commission on the Climate Change Working Group (CCWG). At this time, no meetings are scheduled for this group, however, the commissioners will need to elect a Chair and Co -Chair of the CCWG at their February 12, 2018, meeting. ACTION ITEMS 2. Consideration of 2018 CLEAN Champion Awards Framework and Nomination Form Commissioner Romo proposed to change the name of the awards to "Sustainable Awards" and to add two new categories: teacher and volunteer. After discussion about this proposal, Commissioner McMillin moved to change the title from CLEAN Champion Awards to Sustainability Champion Awards. Also, on the nomination form in the description paragraph, relocate the last sentence beginning with "any person" to the beginning of the paragraph and to replace "environmental achievements" with "sustainability achievements". The motion was seconded by Vice Chair Mora and carried with the following vote: Yes — 4 Matthias, McMillin, Romo and Mora No -0 Abstain — 0 Page 1 of3 Sustainability Commission Minutes Commissioner McMillin moved to add to the nomination form a teacher category, with the description "recognizing an educator for their leadership" and to add the category Community Contributor with the description "recognizing an individual for their leadership in their community". The motion was seconded by Commissioner Romo and carried with the following vote: Yes — 4 Matthias, McMillin, Romo and Mora No -0 Abstain — 0 Commissioner Romo moved to remove in Question 2 "...environmental quality and ..." and in Question 3 to replace "environmental" with "sustainable". The motion was seconded by Commissioner McMillin and carried with the following vote: Yes — 4 Matthias, McMillin, Romo and Mora No -0 Abstain — 0 After reviewing the News Release, Commissioner McMillin moved to have the title and the first paragraph to read: CHULA VISTA SUSTAINABILITY CHAMPION AWARDS Any person/group living or working in Chula Vista is eligible to be nominated for an award and potentially recognized for their local sustainability achievements. The Sustainability Champion Awards — an initiative of the City of Chula Vista's Sustainability Commission — are designed to recognize individuals and groups who are helping to achieve clean air, clean water and clean land for future generations within Chula Vista. (second and third paragraphs to stay as written) Commissioner Matthias seconded the motion and it was carried with the following vote: Yes — 4 Matthias, McMillin, Romo and Mora No -0 Abstain — 0 ACTIVITY REPORT none STAFF COMMENTS Senior Conservation Specialist reported that April 7, 2018, will be South Bay Earth Day at Bayside Park. She also gave an update on the Power Your Drive program with SDG&E. Senior Recycling Specialist reported that the South Bay Earth Day will be promoted by McFarland Productions. He also said that staff is working with Republic Services concerning complaints the office has received. COMMISSIONERS' COMMENTS Commissioner Romo would like to see the commission do an activity to benefit the community, i.e., plant trees. He also reported on the Measure P Citizen Oversight Committee calendar for 2018. Commissioner McMillin is interested in how city projects are funded. Page 2 of 3 Sustainability Commission Minutes Commissioner Matthias reported on the Bayfront Cultural Design Committee meeting she attended. She also reported that the Living Coast Discovery Center (LCDC) has established a zero waste policy for all events held there. She also reported on future community clean up events sponsored by the LCDC.
