HomeMy WebLinkAbout2018-01-25 HRC MinutesMINUTES OF A SPECIAL MEETING OF THE HUMAN RELATIONS COMMISSION OF THE CITY OF CHULA VISTA REVISED January 25, 2018 5:30 p.m. The special meeting of the Human Relations Commission of the City of Chula was called to order at 5:30 p.m. in Conference Room B111-B112. Located on the Public Services North Bldg. C at 276 Fourth Avenue, Chula Vista, California. ROLL CALL PRESENT: Commissioners Bordeaux, Branch, Felix, Godinez, Gonzales, Gonzalez, Lake, Medina, Co-Chair Culuko, and Chair Martinez-Montes ABSENT: Commissioner Zahad OTHERS: Secretary Jay Agan, City Clerk Kerry Bigelow, Director of Human Resources Courtney Chase, Deputy City Attorney Simon Silva, and Marketing & Communication Manager Anne Steinberger PUBLIC COMMENTS • Chula Vista resident Kathy Capis commended the Commissioners for being a part of the Human Relations Commission and is happy that the Commission is taking the proper steps to become a Welcoming City. • Margaret Baker of South Bay People Power, welcomed the Commissioners. She encouraged the Commission promote the positive community values to fight bigotry and protect to civil liberties of all members of the community. • Brenda Arnold, member of South Bay Power and ACLU, supported Margaret and Kathy’s comments. ACTION ITEMS 1. INTRODUCTIONS Staff recommendation: None. ACTION: There were none. 2. ELECTION OF CHAIR AND VICE CHAIR FOR FISCAL YEAR 2017/2018 Staff recommendation: Commissioners nominated and elected the Chair and Co-Chair for period January 25, 2018- June 30, 2018. Staff recommendation: Commissioners nominate and elect the Chair and Co- Chair for period January 25, 2018- June 30, 2018. ACTION: Commissioner Bordeaux nominated Culuko for Chair. Commissioner Felix seconded the nomination. Commissioner Godinez nominated Martinez-Montes for Chair. Commissioner Gonzalez seconds the nomination. Commissioners determined that the runner-up will be Co-Chair and it was carried by the following vote: Culuko: 3- Bordeaux, Culuko, Felix, Martinez-Montes: 7- Branch, Godinez, Gonzales, Gonzalez, Lake, Martinez- Montes, Medina 3. INITIAL CLASSIFICATION OR APPOINTEES IN ACCORDANCE WITH CHULA VISTA CHARTER SECTION 602(B), THE MEMBERS MUST CLASSIFY THEMSELVES BY LOT TO DETERMINE WHEN EACH MEMBER’S TERM SHALL EXPIRE. Staff recommendation: Commissioners determined term expiration dates for each member by lot, in accordance with Charter section 602(B). City of Chula Vista Boards & Commissions ACTION: Term expirations was carried by the following hat draw: July 1, 2018: Bordeaux, Branch, Media July 1, 2019: Godinez, Gonzales, Lake July 1, 2020: Culuko, Felix, Martinez-Paola July 1, 2021: Gonzalez, Zadah 4. CONSIDERATION OF SETTING A DATE, TIME, AND LOCATION FOR REGULAR MEETINGS OF THE HUMAN RELATIONS COMMISSION Staff recommendation: Commission set the date, time, and location for regular meetings of the Commission. ACTION: Co-Chair Culuko moved to approve second Thursday of each month at 6:00 p.m. located in Conference Room B111-B112 in the Public Service Building C at 276 Fourth Avenue, Chula Vista. Commissioner Branch seconded the motion, and it carried by the following vote: Yes: 10- Bordeaux, Branch, Felix, Godinez, Gonzales, Gonzalez, Lake, Medina, Co-Chair Culuko, Chair Martinez-Montes No: 0 ABSTAIN: 0 5. BROWN ACT AND PARLIAMENTARY PROCEDURE City Staff will provide an overview of the Brown Act and meeting procedures for boards and commissions. Staff recommendation: None. ACTION: There were none. 6. DISCUSSION AND POSSIBLE ACTION REGARDING THE FUNCTIONS AND DUTIES OF THE COMMISSION, IN ACCORDANCE WITH CHULA VISTA MUNICIPAL CODE SECTION 2.36.030, INCLUDING THE COMMISSION’S DUTY TO ASSIST THE CITY BY COMPLETING THE REQUIRED STEPS TO BECOME A CERTIFIED WELCOMING CITY Staff recommendation: Commission consider the required steps to assist the City in becoming a Certified Welcoming City and determine the next steps, as it deems appropriate. ACTION: To be continued at February 8, 2018 meeting. OTHER BUSINESS 7. STAFF COMMENTS • Director of Human Resources Courtney Chase shared the Proclamation, A National Day of Racial Healing, that the Commission received on January 16, 2018 by City Council. • Director of Human Resources Courtney Chase encouraged that the Commissioners if they know of any organizations or individuals who wants to be included in the agenda distribution, to have the person to contact Staff. 8. COMMISSIONERS’ BOARD/MEMBERS’ COMMENTS • Commissioner Branch wanted clarification regarding to the Ethics training. • Co-Chair Culuko gave thanks to the public and for their input. • Commissioner Gonzales gave gratitude to the Staff, Commissioners and the public. ADJOURNMENT At 8:05 p.m. Director of Human Resources adjourned the meeting to the regular on February 8, 2018 at 6:00 p.m., om Conference Room B111-B112, Public Services Building North Bldg.
