HomeMy WebLinkAbout2001-05-16 BOLT MINSMinutes LIBRARY BOARD OF TRUSTEES May 16, 2001 LIBRARY CONFERENCE ROOM 4:00 PM All Items May be Considered for Action CALL TO ORDER ROLL CALL Trustees Hartman P , Hubbard , Pasqua P_, Chair Deason P , Vice Chair Clover E Hartman arrived at 4:10 pm City Staff Present: Assistant Library Director Brown; Children's Librarian, JoAnn Jonas, Principal Librarian, Maureen Roeber, OTHERS PRESENT: Nancy Lemke, Chair Deason reported that she is moving out of the City and the June meeting will be her last. APPROVAL OF MINUTES - Meeting of March 21, 2001 MSUC (Pasqua/Hartman) to approve the minutes as distributed. Presentation by outreach Librarian JoAnn Jonas. Trustees were briefed on the children's and young adult summer reading program. Log books and program schedules were distributed. The Serra Cooperative Library System provides flyers, etc, while the Friends of the Library and the City of Chula Vista provide funding for this program. Knott's Berry Farm agreed to print in excess of 6,000 certificates for program finalists. II. CONTINUED MATTERS A. Rancho del Rey Library a. Public Meetings and Focus Groups The public meetings were held last week and for the most part, people attending the meetings were newcomers. The draft report on these meeting should be out at the end of this week or middle of next. A random telephone survey of 400 individuals will be completed by the end of May. Library Board of Trustees -2- May 16, 2001 — b. Telephone Survey A random telephone survey of 400 library users and non users will be completed by the end of May. c. Meetings with School District The Chula Vista Elementary School District is very eager to be a partner with the Library in this grant. This is the basis for writing a cooperative agreement for the grant. First progress report with District will be on June 6`h. By mid August a draft plan of services should be complete. d. Strategic Plan Staff is working with the consultant. Work will be done between July and October. B. Opac Enhancement Matching Grant Chula Vista will be a beta test site to include book jackets and reviews of books in our automated catalog. This is a new product for libraries. C. Budget Update a. South Chula Vista Hours Beginning in July 2002, the South Chula Vista Library will be opened eight additional hours per week. b. Funds for License fees This is the first year Chula Vista is creating a two year budget. In Year One $5000 in book money has been approved to pay for license fees for more online data bases for remote access. Some of the data bases to be added soon are Cliff Notes, Wholesome Sports Books and Civil Service Test books. Patrons can access these materials from home. The City has agreed to place additional funds into this account for more of these online resources. III. NEW BUSINESS IV. LIBRARY DIRECTOR'S REPORT B. Rolling Blackouts City staff are preparing for rolling blackouts that may start as early as June 151. The City is considering many ways to conserve power. If rolling blackouts should occur, the Civic Center Library would have to close because it does not have a backup fire alarm system. South Chula Vista Library could remain open if there was sufficient light. W, Library Board of Trustees -3- May 16, 2001 C. 25`h Birthday Party, July 15, 1:30 to 5:00 Festivities are being planned for the Civic Center Library's 25`h birthday party. A special commemorative thank you gift will be presented to people identified as being an important part of the library. At 4:00 pm, the Ultratones will perform in Friendship Park. The Friends of the Library have donated $3,000 to defray some of the costs. Invitations will be sent from the Library Board of Trustees and the Friends of the Library. D. Recruitment for Librarian I and II Positions The library is experiencing difficulty filling its vacancies for librarians. Staff is going to open continuous recruiting for these positions. There is currently a nationwide shortage of librarians. There are fewer library schools and 50% less librarians graduating. Librarians are going into private industries rather than public libraries. If this strategy is unsuccessful, these positions will be under- filled with Library Associates who are interested in pursuing their Master's Degree. E. New Brochure A full color new library brochure is being created to market the library to the community. The brochure will depict pictures of people using the library. Inserts are also being created that can be added to with specific information. The inserts can reprinted on a timely basis. These will be ready by mid June. A new fund raising brochure is also being created. F. Latest fundraising effort for Donor Plaque At the 25`h birthday party we will have the new donor plaque up with the new names. G. Privacy subpoena California Library Law gives the greatest confidentiality to library circulation records. For whatever reason this information would be divulged to the courts, a subpoena must be provided. There is a pending suite with the Marine Corp and a subpoena is pending. Records will not be released without a court order. H. Monthly Statistics and System Update Assistant Director Brown distributed an operations report for the Month of April and reviewed with the Trustees significant figures. H. Legislative Update I. Other Library Board of Trustees 0 May 16, 2001 V. COMMUNICATIONS A. Friends Nancy Lemke Friends Liaison, reported each Friends chapter has had a successful book sale in the last few months. The Heritage Museum's home tour made about $9,000, about 600 people attended. Response was so good, the group intends to do the home tour again next year. The friends are shifting their mode to getting new members. Are working on doing a person to person outreach to get new members. Maureen Roeber suggested the friends have a table in front of the library on Saturdays to get people to join the library. B. Public Comments - None D. Written Comments — None E. Board Comments - Chair Deason reported that she was sorry to be leaving. VI. ADJOURNMENT —The meeting adjourned at 5:10 pm. The next Library Board of Trustees meeting will be held on June 20, 2001.
