City Staff present: John Corbett, Maureen Roeber, Paula Brown I. APPROVAL OF MINUTES - Meeting of December 13, 2000 MSUC (Hartman/Hubbard) to approve the minutes of the December 13, 2001 meeting as distributed. II. CONTINUED MATTERS A. East Side Library The City has composed and forwarded a letter of intent to the School District. It is expected to be ready for Library Board endorsement by the February meeting. Library Consultant, Beverley Simmons, who worked on Chula Vista Library Master Plan, has been hired to revise this plan. The growth management oversight threshold for libraries must also be revised. The population growth has surpassed the previous .6 sq. ft. threshold. This needs to be dealt within the next 30 days. Trustee Hartman felt that a joint use library, although larger and better stocked, would cause citizens to travel further to reach it. B. Team Building Chair Deason asked the Trustees what information or training they needed in order to be more effective and in touch with the needs of the community. Trustee Hubbard felt it would be helpful to interface with staff from all three branches on a regular basis. Director Palmer informed the Board that Literacy Coordinator, Patrice O'Halloran, has been scheduled to attend the February meeting to update the Trustees on her program. Chair Deason asked the Trustees to discuss the Library with their respective social and work groups. Library Board of Trustees -2- January 17, 2001 C. Integrated Online Library System (IOLS) John Corbett, reported that the new automated system has been up and operational for over two months. Patrons can now renew their library materials from home, or on the phone, without coining in to the library. A notification module will be installed shortly to notify patrons, on line or by phone, to alert them to things they should know about.- The Patron Authentication Function, that grants either filtered or non-filtered internet access, and the Holds Function are still not working properly. Patron comments have been positive. Software is being purchased from the vendor to determine how much.use the library's web site is generating. III. NEW BUSINESS IV. LIBRARY DIRECTOR'S REPORT A. Library Management Reorganization Library Management has been reorganized to streamline some operational processes and to allow the Library Director and Assistant Library Director adequate time to work on the grant application and building program for a new library. The Principal Librarians have had their duties revised. John Corbett will head the Automation and Technical Services Divisions. Nora McMartin will be in charge of Community Relations and Cultural Arts, and Maureen Roeber will now have the three Branch Managers reporting directly to her. Senior Librarians will fill the role of branch managers. Susie Ward, Senior Librarian at South Chula Vista, has been made the system wide Children's Coordinator. Susie Ward's vacancy will be filled by Jodie Sawina. Principal Librarians Maureen Robert, John Corbett and Nora McMartin will now attend all Library Board meetings. B. Year End Solicitation The Library's yearend solicitation raised $4,200, with a response rate of 17%. The Library's consultant, the Alford Group, is preparing the next donor solicitation in April. The Library also anticipates another donor plaque event. D. Public Library Data Services Statistics Assistant Director Brown distributed a nation-wide comparison of libraries in Chula Vista's size range. This survey by the Public Library Data Service, ranked Chula Vista 6.1%to 21.7%below other libraries of the same size in their materials budget. Chula Vista ranked higher in salary costs, and mid range in funds spent for materials per capita. Output measures put Chula Vista as busier than other libraries in its size group. Library Board of Trustees -3- January 17, 2001 E. South Chula Vista Branch Building Issues The South Chula Vista Library has experienced some severe cracking in the flooring and roof areas. Some of this damage may have been caused by drainage problems in a courtyard fountain. This area will be retiled and the two fountains will be brought back into operation. This work is planned to begin within the next few months. Staff has been working with the City Attorney's office to deal with the original contractor and sub contractors in rectifying this condition. The Trustees were alerted that there is a small chance that the City may wish to undertake these repairs in a way that would require closing the facility. F. Capital Improvement Projects for Civic Center Library G. FY 2001-02 Budget Process Staff is preparing for budget and capital improvement projects. Major CIP items, aside from the new library, will consist of continued efforts to retrofit the Civic Center Library. This efforts will include carpet, reupholstering furniture, upgrading electrical circuitry, and replacing the planters in the front of the building along with the trees. This library is approaching its 25' anniversary. A low cost CDBG loan is being considered for this purpose, although competition for these funds is fierce. H.
