LIBRARY BOARD OF TRUSTEES

CALL TO ORDER
ROLL CALL Trustees : Clover P , Pasqua_P, Valerio P, Chair Hubbard P_,
Vice Chair Hartman P
New Trustee Eduardo Valerio was made welcome to the Library Board.
City Staff Present: David Palmer, Nora McMartin, Paula Brown,
Assistant Library Director Brown began the meeting explaining that Deputy City Manager
Palmer was coming from another meeting.
APPROVAL OF MINUTES - Meeting of January 16, 2001
MSUC (Pasqua/Hartman) to approve the minutes as distributed.
II. CONTINUED MATTERS
A. Library Strategic Plan
Assistant Director Brown provided Trustees with an update to the Strategic Plan.
Community initiatives were translated into goals for which staff created
objectives. Some new initiatives were:
• The need for the Rancho del Rey Library;
• Commitment to the book budget, in particular, three books per capita;
• To maintain the book budget at the national median of $3.20 per capita;
• Commitment to promoting the values of libraries to the public.
Library work teams have taking the lead on applicable objectives and assignments
are currently being made. Staff plans to re -visit goals on an annual basis to
evaluate the process.
B. Library Bond Act Application
1. Architect Selection
The architectural firm of Carrier Johnson has been selected for the bond act
submittal. Assistant Director Brown reported that the schematics are well on
the way towards completion. The architect will meet with City environmental
and traffic staff to develop access to the site. Chair Hubbard felt that this issue
would be a major hurdle and would drive everything else about the building.
2. Town Hall Meeting
A town hall meeting was held last Wednesday night at Discovery School to

introduce architect Gordon Carrier to the community and to gather their
input regarding the new library. Valuable information was received from
the 16 individuals who attended. One community concern was access to the
site.
3. Timeline
Assistant Director Brown reported that the grant application is currently on
course. If awarded in the first round, the Rancho Del Rey Library would
open in January of 2005. Council will review the grant application in late
May or early June with the grant being due to the State on June 14, 2002.
4. Joint Venture
The Library has been working with the Elementary School District as a
requirement of the grant. The joint venture is composed of three main
components:
a. An early childhood resource and information center to provide one on
one developmental, age -
b. ppropriate library service.
c. Commitment to after school programming in the elementary schools
with a strong element of learning
d. Delivery of library materials to the elementary schools to support
teachers and the after school program.
Staff plans to take the MOU to the School District in early April.

II. NEW BUSINESS
A. Literacy Team's application for CDBG funding for FY 2002-2003
MSUC (Pasqua/Clover) to endorse the Literacy Team's application for CDBG
funds for FYT 2002-03.
B. Report on Staffing Model
Deputy City Manager Palmer reported that the shortage of available librarians and
the desire to keep staff costs down, have lead to a new staffing model that will
occur when the Rancho Del Rey Branch opens. These staffing changes will also
occur at the Civic Center and South Chula Vista Library.
The model will maintain our current classification structure, with a Senior
Librarian as Branch Manager and a Librarian III working as Assistant Branch
Manager. The new Branch Manager for the Civic Center Branch is JoAnn Jonas,
and the Assistant Branch Manager at Civic is Donna Golden.
The largest change will be a move toward Library Associates working as
Customer Service Representatives. This is a direct reflection of the lack of
available professional librarians. Chula Vista cannot afford to maintain its current

system. The City of San Diego has 4 to 5 librarians running their branch libraries.
The new model provides 5 librarians at Rancho Del Rey: a Branch Manager,
Assistant Branch Manager, Youth Services Librarian, Digital Librarian, Outreach
Librarian, and possibly a Local History Librarian.
Public service would be provided with 9 FTE of Library Associates called
Customer Service Representatives. The new model will incorporate a single
service desk. Patrons can go to one desk to pay fines, get a library card, or ask for
information. Staff will also be circulating on the floor to assist patrons. The key
to making this new model work is training, staff is working on developing an
outstanding training program.
Book circulation will move heavily toward self checkout. Thirty percent of
current circulation is made through self checkout machines. Director Palmer cited
a library in British Columbia that circulates 90% of its over a million items per
year through self -checkout. Self checkout machines will reduce the number of
staff checking out books, but they will still be'needed to re -shelve materials.
Chair Hubbard suggested that if Chula Vista could develop a training model, it
could be marketable to other libraries.
MSUC (Constance/Eddie) to endorse the library's new staffing model.
IV. LIBRARY DIRECTOR'S REPORT
A. Personnel —
JoAnn Jonas has been appointed Sr. Librarian in charge of the Civic Center
Library.
B. Civic Center Library HVAC Project —
This project will be completed in April due to a faulty air handler.
C. CVPL Operations Report
This report is unavailable at this time.
D. Legislative Update
There has been some reinstitution of the Public Library Fund by the governor.
E. Other —
The Smithsonian Institute providing a program at the Civic Center Branch
entitled, "African Environments." There is no cost to the Library for this
program.
Tutor.Com, the Library has received a grant to run this pilot program which
provides high quality homework assistance from a computer at the Civic Center
Library. The program runs from March through September and will be marketed
to Chula Vista Middle School. This program uses an interactive chat room
environment.
24/7 this pilot program, through an icon on the library's web site, connects
patrons to a librarian that would be able to answer reference questions any time of
the day or night. This pilot is designed for individuals who cannot come to the
library or at times when the library is closed.

Library circulation has increased ten percent and is reaching peak circulation of
four years ago. This increase indicates that the Library is doing a better job of
providing service. EastLake Library has experienced a thirty percent increase in
usage.

Trustee Hubbard indicated that he would be out of town on March 20, the date of
the next Library Board meeting. He again welcomed Trustee Valerio to the
Board.
