I. APPROVAL OF MINUTES. - Meeting of March 20, 2002 and June 19, 2002
This item was tabled until the next meeting.
II. CONTINUED MATTERS
A. Library Bond Act Grant Application
Director Palmer reported that Chula Vista has passed the first round of
screening for the Library Bond Act Grant. Three local libraries: Santee,
and the City of San Diego did not make this distinction. The State Library
make in depth analysis of the applications.
B. Library Parking Lot Modifications and Civic Center Beautification .
Plan
Shauna Stokes, Administrative Services Manager, reported on changes to
the Civic Center Library's south parking lotto so that the driveway will line
up with the new Police Department driveway. The south lot will be further
modified to allow drivers access to the book drops without leaving their
cars. Some parking spaces will be lost in the modification, but a safer
condition will be created.
The City also wants to move ahead with some street improvements along

Fourth Avenue and F Street. Trustee Clover asked that staff request a
separation of the plans to provide a clearer picture.of the improvements.
III. NEW BUSINESS
A. Library Board Elections
This item was.deferred until the September meeting.
B. Approval of Summary of Activities 2001-2002
MSUC (Clover/Pasqua) to approve'the summary of activities.
C. Chula Vista Public Library and the City's Economic Development
Strategy
Director Palmer reported that. the. City's, Community Development
Department is in the process of developing an economic development
strategic plan. One,of the.goals of the -economic development committee
is to create a quality educational system to support economic
development. One of the objectives is the realization .that the library plays .
a role in the education of the community. 'The City will augment the
school district by providing quality library service.
Director Palmer suggested holding a Library Board retreat, where the
Board may take the momentum -that is building and make sure that it does
not get lost. The Board. is in a position to take a leadership role in helping
to mold the future of the library'.and economic_ development in the.
community..
Director Palmer reported that Chicago's Mayor Daley has made libraries
the lynch pin of his administration. He found redevelopment of
neighborhood branches brought redevelopment to that area. Other cities
have used libraries as an economic development catalyst, to a lesser
degree. The library could be'a player in the creation of an economic
urban hub in .the eastern urban center.
MSUC(Clover/Hartman) the Library Board conceptually endorsed.the
library elements of the City's economic development strategy.
D. State Budget Cuts
Shauna Stokes reported that State California Library Services Act funds

may be cut, but only by 2.45%. It is unknown if Public Library Funding
will be cut. The 2.45% cut amounts to approximately $1170.
The Library budgeted revenues lower in this year's budget; which should
accommodate this modest reduction. Funding for Public Library Funds
will be adjusted this year, due to increased population figures. In real
dollars we could get more.

Personnel
The City has authorized the creation of a Professional Fund
Raiser/Strategic Planner position. This person will spend half the time
fund raising for the Library, Recreation and the Nature Center and the
other half assisting other City departments with their long-range strategic
planning. This position will be filled by mid September.
Monthly Statistics
Statistics were included in the Board packets. These will become
available on a monthly basis.
Legislative Update
Live @ at the Library —
This grant provides matching funds for us to put on a cultural program of
current interest to the community: The Library has been able to obtain the
Director of Special Effects of the movies Jurassic Park and Star Wars,
who will put on a series or programs in October.
The Library has also applied for and gotten the Grapes of Wrath Grant.
Trustees were given a flyer showing related activities being held at the
Chula Vista. Approximately sixty communities throughout the state are
participating in the promotion of this program.
City and Library Web Sites
Library staff will examine the new web site design on September 6 with a
public rollout in October.
Summer Reading Program

Youth Coordinator, Susie Ward, reported that this had been a banner year
for attendance at the Summer Reading Program with a completion rate of
46%. The theme of the Young Adult Program was "Books are Magic" . .
617 young adults participated in programs that included cooking classes
and a computer camp and approximately 250 attended the summers end
program. Over 500 people attended the end of summer party for children.
Top readers from each library will be recognized at the City Council
meeting on September 24.
South Chula Vista Library Hours
Hours at the South Chula Vista Library were increased on July 22, 2002.
Those new hours were in the Board packets. Vice Chair Hartman would
like to see this facility open on Friday from 10-6.
Chula Vista Public Library and California Public Library Statistics
Included in the Library Board's packets were charts showing how Chula
Vista compares to other libraries in the County and State with regard to
population, outlets, staff, salaries, expenditures per capita, etc. Chula
Vista compared well with other jurisdictions.
Best of South County
The Star News cited the Chula Vista Public Library as "the best place to
read."
Other
Last week's Concert for Classical Guitar and Jazz Trio, performed by
Maestro Roberto Limon and the Baja California Jazz Trio, in Friendship
Park was superb. The Park, the music and the elements combined to
make it a magical evening.
Library staff is working with' South Bay Volkswagen to create a Book Bug.
They are interested in donating a VW to the library.
Director Palmer reported that next month staff will bring the new Library
marketing plana Staff is placing the Library's web address on all printed
publications.
V. COMMUNICATIONS

A. Friends
Friends President, Joan Roseman, reported that the Friends have
completed purchasing items from a library wish list totaling over $100,000
for over all 3 branches.
The Friends have scheduled a Book Sale on September 7th. They also
have a program called "Let's Talk About Books", an educational side to
the Friends. The Friends also support the Library foundation, last year
donating $10,000. ,They plan to do so again this year.

VI. ADJOURNMENT — The meeting adjourned at 5:37 pm. The next Library Board
of Trustees meeting will "be held on Wednesday, September 18, 2002,at 4:00
pm.
