CITY STAFF PRESENT: Library Director David Palmer, Assistant Library Director
Paula Brown, Public Service Manager Maureen Roeber,
Senior Planner Dan Forster, and SecretaryAnna Giuliano
OTHERS PRESENT: None
I. APPROVAL OF MINUTES
Motion was made (Martinez/Valerio) to approve the minutes of the April 20, 2005
meeting as distributed. Motion was carried.
Order Change: Request was made to move "Item III. New Business — A. Revision to GMOC
Library Threshold Statement" in advance of "Item 11. Continued Matters," in order for Dan
Forster, Senior Planner, to give a presentation. Request was approved.
III. NEW BUSINESS
A. Revision to GMOC Library Threshold Statement
Dan Forster, Senior Planner, began his presentation stating that 2 years ago, Council
asked that the GMOC for the City of Chula Vista be reviewed. To begin this process,
it was decided to look to an outside consultant who noted that Chula Vista's program
was working well however, improvements could be made. Mr.. Forster distributed
handouts, "Recommended Growth Management Program Changes" and went on to
discuss overall City improvements. It was noted "that with the addition of the Rancho
Del Rey Branch, the Library would meet the GMOC threshold but if the City
continued their growth on the east side, this success would slip away. Trustees were
encouraged to attend GMOC meetings.
II. CONTINUED MATTERS
A. Fiscal Year 2005, 2006 and 2007 Budget — David Palmer
No changes to the budget at this time except that $100,000 for books in the 2007
budget has been removed but would be put on a pending list. However, salary
savings obligations have been decreased which means that hiring does not need to be
held back.
B. Rancho Del Rey Branch Project
Nothing at this time.
C. South Chula Vista Library Renovation
Nothing at this time.
D. Chula Vista Heritage Museum — David Palmer
Re -opening of the Heritage Museum on May 7`h went well. Currently open on
Tuesday and Thursday for the month of June, hours will be adjusted in July.
A. Balanced Scorecard — David Palmer
Trustees were informed that the program was going well and will be reviewed by
staff.
IV. LIBRARY DIRECTOR'S REPORT
A. Urban Library Council
Director Palmer advised that the Chula Vista Public Library system joined about 150
other libraries in membership of the Urban Libraries Council with membership open
to public libraries serving a population of more than 100,000 in a standard
metropolitan statistical area.
B. Summer Reading Program
Beginning June 11, the theme of the program this year is "Dragons, Dreams and
Daring Deeds" for younger children and "Joust Read" for young adults.
C. Taste of the Arts
Program was held at the Bayside Park on Sunday, May 15. About 60 artists, food
vendors, and featured artists performed.

VI. ADJOURNMENT
Meeting adjourned at 5:00 p.m. Trustees were asked if they wanted to tour the newly
remodeled South Branch Library.
Next meeting is scheduled for Wednesday, June 15, 2005, at 4:00pm, in the Civic Center
Branch Conference Room.
