III. NEW BUSINESS A. Revision to GMOC Library Threshold Statement Dan Forster, Senior Planner, began his presentation stating that 2 years ago, Council asked that the GMOC for the City of Chula Vista be reviewed. To begin this process, it was decided to look to an outside consultant who noted that Chula Vista's program was working well however, improvements could be made. Mr.. Forster distributed handouts, "Recommended Growth Management Program Changes" and went on to discuss overall City improvements.
