HomeMy WebLinkAbout2005-04-20 BOLT MINSMINUTES LIBRARY BOARD OF TRUSTEES April 20, 2005 Civic Center Library Conference Room 4:00 PM BOARD MEMBERS PRESENT: Chair Hartman, Vice -Chair Craft, Trustees Pasqua, Valerio, Martinez BOARD MEMBERS ABSENT: None CITY STAFF PRESENT: Library Director David Palmer, Assistant Library Director Paula Brown, and Secretary Anna Giuliano OTHERS PRESENT: Joan Roseman, Vice President of Friends of the Library I. APPROVAL OF MINUTES Motion was made to approve the Minutes of the February 16, 2005 Library Board Meeting (Martinez / Pasqua). Motion was carried. II. CONTINUED MATTERS A. Fiscal Year 2005, 2006 and 2007 Budget — David Palmer A chart distributed in the Board packets regarding the materials budget was discussed. David Palmer described how CVPL's per capita figures were below the national average. He went on to say that even with more book money next year that our per capita materials budget will continue to fall. B. Rancho Del Rey Branch Project —Paula Brown Nothing to report at this time. C. South Chula Vista Library Renovation — Paula Brown Ms. Brown advised that work had started this week and Literacy, which was only to be closed until Monday would be closed until the following Monday in order for the floor tile to be cleaned and sealed. The South Branch is scheduled to re -open on Monday, May 1 lt" and South's staff is working and training on the Marketplace at the Civic Center Branch. Member Valerio suggested that the next Board meeting should be held at the South Branch in order to see the renovation and it was unanimously agreed to. Discussion on the interior painting took place and Assistant Director Brown advised that there would not be enough money to paint the entire interior at this time. She added that capital improvement money would be used from next year's budget to complete the painting. D. Chula Vista Heritage Museum — David Palmer Mr. Palmer advised that the renovation of the Heritage Museum was moving along nicely and the re -opening was scheduled for Saturday, May 71' at 9:45, which would coincide with the Historical Home Tour scheduled for later that same day. Director Palmer added that Jeri Gulbransen, the Public Relations Manager was working very hard on the opening and that next year's budget would include money for hourly employees to keep it open. Member Valerio questioned if moving the Chula Vista Baptist Church located on Main Street to the Heritage Park would be done and he was advised that the up- coming Chula Vista Arts Master Plan would study this idea. Further discussion regarding the moving of the church was held. E. Balanced Scorecard — David Palmer Director Palmer walked the Board Members through a presentation on the Balance Score Card that was given in Carlsbad. A new vision statement, which was developed by Assistant Director Brown and Chief Learning Officer Dawn Beintema, was presented to the Board Members. It reads; "The Chula Vista Library is the community's family room where reading and learning are encouraged and celebrated". Members unanimously approved of the new vision statement mentioning they liked the idea of the Library being a family room. Mr. Palmer went on to tell the Board that the Library would be utilizing a "Mystery Shopper" and the bi-annual Materials Availability Survey to determine whether the Library is meeting its targets. III. NEW BUSINESS A. Local History Collection Development Policy Paula Brown briefed the Board Members regarding the Local History Collection Development Policy and a Motion was made (Craft / Pasqua) to endorse in concept the Local History Collection Development Policy as contained in the draft as presented. The Motion was carried. IV. LIBRARY DIRECTOR'S REPORT A. Job Vacancies A It was noted that there were a number of vacancies but the Library was obligated to meet the salary savings as mentioned in the budget and some of the vacancies would be slightly delayed. B. Community Events Report on Day of the Child on April 23`d, the Historical Home Tour on May 7, which will coincide with the re -opening of the Heritage Museum, and Taste of the Arts Festival, May 15th at Bayside Park. C. Public Art Piece The piece called Pleasant Tree will be placed at the southwest corner of the Civic Center branch where the fountain was. The piece called Tree of Life will be placed out at the Nature Center and both pieces are on loan to the City for a period of two years. D. Monthly Report None E. Legislative Update The Governor signed the Bond Act to proceed to build new Libraries; it will go to ballot in June 2006. It specifies that approximately one-half of the six -hundred million -bond act should fund about two-thirds of the projects not funded during last y VRFM time; the remaining half will fund new projects. The City is moving forward with Ranch Del Rey project and expects to break ground in June or July of this year. F. Other None V. COMMUNICATION A. Friends Paula Brown mentioned that Friends President, Harry LaBore had been in the hospital but was feeling better. Joan Roseman mentioned that the Friends would support the Summer Reading program again this year. Joan Roseman asked if there would be money set aside for books for the Ranch Del Rey Library. Paula said there was approximately two million dollars set aside for the books, which is only about one-half of what is needed. Ms. Roseman mentioned that the Friends had discussed donations towards the purchase of books. B. Public Comments None C. Written Comments None D. Board Comments None VI.
