I. CALL TO ORDER / ROLL CALL
Board Vice -Chair Martinez called the meeting to order at 4:01 pm
II. APPROVAL OF MINUTES
Secretary advised Trustees the Minutes of the February 21, 2007 meeting could not be approved
due to the non-availability of a quorum of members who attended the meeting however, the
minutes would be put on record as distributed.
Library Director David Palmer took the opportunity to introduce three new Board Members, Dan.&
Shirley Linder and Georgie Stillman.
III. CONTINUED MATTERS
A. RANCHO DEL REY BRANCH PROJECT — DAVID. PALMER
Director Palmer introduced Ed Van Eenoo, Director .of Budget &,Analysis, who was invited to
discuss the history of the Rancho del Rey Branch .(RDR) Library financing.- Mr. Van Eenoo
reminded the Board that the City/Library had unsuccessfully applied for State grant funding
for the project. After the final round of grant applications, the project was redesigned to fit -
within the funding available from the PFDIF (Public Facilities Development Impact Fees)...
Unfortunately, those funds have been temporarily exhausted: However, the City is working to
secure the necessary funds to construct and outfit the library through Community Facilities.
District (CFD), money from developers. The process to establish. such a CFD is underway
and it is expected that these monies will be available in the fall. Construction can begin once
the CFD is funded.
Matt Little, Deputy Director of General Services, -added that 100%`6f the design process for
RDR had been completed and they were in receipt of the full set of plans. Both Matt Little
` and Jack Griffin reassured. the Board that if the CFD;was fuhded this fall, the project could be

completed by January 2009. Trustee Valerio was concerned about any penalties that might
incur as a result of the delay and he was assured that any additional costs would be made
part of a future PFDIF update. Trustee Valerio also asked if the deficit in PFDIF funds would
affect the Civic Center renovation and was advised that it would be impacted. Director
Palmer indicated that partial funding for such a renovation might come from the state if a
proposed library bond issue passes in 2008.. Trustees were also informed that General
Services recently received a grant to upgrade building equipment and that the Civic Center
Branch was being considered to receive some much needed renovations to electrical and air
conditioning equipment.
B. FISCAL YEAR 2007-2008 BUDGET — DAVID PALMER
David Palmer advised Trustees that the City would be holding a budget workshop on
Thursday (04/19/07) and that all City Departments would have to cut their budget this fiscal
year; the Library's cut approximately 6.7%. Director Palmer advised that the Library cuts
would come from vacant positions that will remain vacant, the elimination of the Adult Literacy
Program; and a cut to.the Cultural Arts program. The Director also advised that there would
be no layoffs to staff and no cut in library hours, except possibly during the week of 12/24 —
12/28/07.

-, V. LIBRARY DIRECTOR'S REPORT
A. PERSONNEL CHANGES
Civic Center's Children's Librarian resigned; her last day will be April 20. Senior Librarian at
Civic has requested to return to work as a part-time Librarian III; she will be in charge of
training and scheduling for the Library.
B. FILIPINO CULTURE COLLECTION
Over 100 people attended the opening at the Eastlake Library and the initial reviews have
been very good.
C. OPAL (ONLINE PUBLIC ACCESS CATALOG)
New version looks great and should be rolled out soon.
D. BOOK BUG
New convertible Volkswagon Bug has been received from South Bay Volkswagon; the wrap
will be completed in the next couple of days and it will be ready for Day of the Child Festival,
April 21St
.E. MONTHLY REPORTS
Report for months of February and March 2007 were distributed to Trustees. It was noted
that the decrease in circulation has been due to new libraries (Bonita, National City & San
Ysidro) opening in the area. It was also noted that in the future, every effort would be taken to
obtain statistics for "Website/Automation."

VI. COMMUNICATIONS
A. FRIENDS
Joan Roseman introduced herself to new Board Trustees and discussed some of the
programs the Friends of the Library helped with, the Library "Wish List," the On -Line
Bookstore as well as the bookstores in the branches, and the Summer Reading Program that
is coming soon. Ms. Roseman also mentioned that the next book sale would be May 19tH
