I. CALL TO ORDER / ROLL CALL
Board Vice -Chair Martinez called the meeting to order at 4:04pm
II. APPROVAL OF MINUTES
Motion was made (D Linder / Valerio) to approve the Minutes of the April 18, 2007 meeting as
distributed. Motion was unanimously carried.
III. CONTINUED MATTERS
A. RANCHO DEL REY BRANCH PROJECT— DAVID PALMER
Director Palmer discussed a Council Informational Item authored by Jack Griffin, Director of
General Services; Maria Kachadoorian, Director of Finance; Ed Van Eenoo, Director of
Budget and Analysis, and himself describing the project thus far. Discussion ensued
regarding concerns on funding for the RDR branch. Stillman asked if Michael Meacham,
Director of Conservation and Environmental Services had been approached regarding the
landscaping and Paula Brown advised she would locate that information and report to the
Board. Director Palmer went on to advise that it was the hope of everyone involved that
construction of the RDR branch would receive funding in order to open the branch by
December 2008. It was also mentioned that the RDR project would be a topic of Mayor Cox's
State of the City Address on Tuesday (05/22/07). Discussion regarding the operating cost of
the new library branch also took place with Director Palmer advising it would take
approximately $900,000 per year to operate which included library staff along with custodians,
the book budget, utilities, etc.
B. FISCAL YEAR 2007-2008 BUDGET — DAVID PALMER
David Palmer advised Trustees regarding the budget workshop held on Thursday (04/19/07)
and the following was discussed:
* At least one branch of the CVPL would remain open during the City Furlough (12-
25-12/28/07. It was noted that the South CVPL would, more than likely, be open
due to the re -carpeting of the Civic Center Branch during that time.

* No changes in personnel issues
* Staff is exploring ways to provide adult literacy programs via the Adult School and
other community agencies.
A discussion regarding the changes requested during the workshop was held.
IV. NEW BUSINESS
A. CVPL'S SERVICE RESPONSES
Discussing potential service responses was a topic of two one-half day retreats with the
outcome being a new Youth Services Division which will include JoAnn Jonas, Principal
Librarian and Diana Ysla, Family Literacy Coordinator, who will be working together with the
Children's and Teen's Services Librarians to create new programs including Youth and Family
Literacy. The discussion included roles in Public Internet Access, Local History and
Homework help.
V. LIBRARY DIRECTOR'S REPORT
A.
LIBRARY BOARD OF TRUSTEES MEMBERSHIP
Director Palmer advised that City Clerk Susan Bigelow had discussed the possibility of a
seven Trustee Library Board with him some time ago. Trustees advised they thought it was a
good idea and a discussion regarding strengthening attendance rules took place. Director
Palmer also advised that appointment to the Board of Library Trustees would. be made by the
Mayor with Council confirmation.
B.
ORDINANCE CREATING SEPARATE LIBRARY DEPARTMENT
An Ordinance splitting the Library Department from the Recreation Department was
discussed.. Although both departments have functionedseparately for several years, it was
made official.
C.
NEW CITY MANAGER, DAVID GARCIA
Mr. Garcia will begin his position as the new City Manager on Monday, June 11th. Now
Interim City Manager, Jim. Thomson, will retire June 22"d
D.
PERSONNEL CHANGES
JoAnn Jonas & Diana Ysla will open a new Youth & Family Literacy Services Office, Mariya
Anton will head Technical Services, Stephanie Loney, a Principal Librarian, will be new Civic
Center Branch Manager. Jenny Parsons is now a.5 Librarian III at the Civic Center Branch
and will be in charge library training programs as well as staff scheduling.
E.
MONTHLY REPORTS
Report for April 2007 was distributed. It was noted that some information was not available at
the time the report was distributed and effort would be made to obtain that information before
the next scheduled meeting.
F.
OTHER
D Linder made a suggestion that CD racks for children be lower to the ground in order for
CDs to be seen by children.

VI. COMMUNICATIONS
A. FRIENDS
Friends of the Library is still setting aside money to purchase books for the RDR branch and
as of this date, has $30,000 set aside. Book sale will be held and a sign for the donation shelf
was discussed.
