PRESENT: CHAIR VALERIO, TRUSTEES D LINDER, S LINDER, VICE -CHAIR MARTINEZ, & STILLMAN BOARD MEMBERS ABSENT: NONE CITY -STAFF PRESENT_ : LIBRARY DIRECTOR DAVID PALMER, ASSISTANT LIBRARY DIRECTOR PAULA BROWN, SECRETARY ANNA G/ULIANO, FUND DEVELOPMENT & CULTURAL ARTS MANAGER ROD REINHART, DIGITAL SERVICES. CALL TO ORDER / ROLL CALL. Chair Valerio called the..meeting to order at-4:01pm II. APPROVAL OF MINUTES Motion was made (D Linder/ Martinez-toapprove-the Minutes of the September 19, 2007 as distributed._ Motion.was.. unanimously carried. III. CONTINUED MATTERS A. FY. 2007 - 2008. BUDGET . David Palmer started by advising a finalized budget for the City could be approved at the 'December 4thCouncil meeting and at this moment, 4.5 library positions opened by the retirement package will be obsolete and the remaining 8.5 vacancies opened by the "golden handshake' mayor may not be filled due to the hiring freeze still. in effect until July 08. Reduction of hours will take care of the shortage in personnel and the re- allocation of duties will be done with existing staff. The hourly staff has also been reduced but, remaining employees have been able. to work more hours. RFID (Radio Frequency Identification) will be implemented in 08. , MINUTES —.t LIBRARY BOARD OF TRUSTEES IV. NEW BUSINESS A. PRESENTATION ON TECHNICAL SERVICES & DIGITAL SERVICES DIVISIONAL STRATEGIC PLANS Leading the way for City Departments, the Library has been -working on divisional strategic plans throughout -year with ongoing updates. The divisions of:Digital Service and Technical' Service have completed their strategic plans.with Branch plans & Arts & Culture plans coming on board within the next month. Core services have been identified as well as goal statements (each goal statement has at least one measurement ,& one target). Plans answer the question "Why a particular division exists" and whether or not the divisions meet their targets. The goal is to have a five- year plan but for now, will stay with a one-year plan. Although'the Library's Strategic plan will be given to the City Manager, it more a tool to be used by library staff and managers. B. REPORT ON ITEMS LOST IN CIRCULATION A question as_to items. lost in circulation was raised in an e-mail from Eduardo Valerio. Mariya Anton,-Managerfor the Technical Services Department researched 220 items during a one-month period and reported .2% of circulation missing. Although the dollar. value of the materials missing varies, on an. average, the dollar amount would be $2,200 per month. The set up with the collections company has yielded over $127 thousand since October�of 2006: C. LIBRARY ORG CHART City Manager David Garcia was introduced and he reiterated the information regarding the budget deficit. Mr. Garcia included that since Library. Director David Palmer is taking advantage of the early retirement plan, Leah Browder,. Deputy Director of the Engineering Department has accepted the position of Acting Library Director. Garcia advised that Ms. Browder is one of the most talented managers in the city and they hoped a nationwide. search would be made in second quarter of 2008 for a permanent director. Discussion regarding the possibility of working with Library Trustees on an initial interview process as well as regarding qualifications of applicants for the position of Library Director ensued. V. LIBRARY DIRECTOR'S REPORT A. CREDIT CARDS — The Library began accepting credit cards for payments this week; patrons have started using them to pay fines. B. NEw LIBRARY WEBSITE — Launched today while meeting was being held. Trustees were requested to take a look at it and seen feedback to Digital Services Manager Jodie Sawina via e-mail asawina@chulavista.lib.ca.us). C. CIVIC CENTER LIBRARY CARPET PROJECT Work on re -carpeting a portion of the Civic Center Branch will begin December 10th; we'll be closed for 4 weeks, opening January 7th with new hours. D.
