Acting Chair Balnis call meeting to order at 4:13 p.m.
APPROVAL OF MINUTES
Motion made by Trustee Barnes and seconded by Trustee Mellor to approve the
meeting minutes from February 20, 2013. Motion carried.
II. SPECIAL PRESENTATION.
Director Waznis introduced Ed Chew, Continuous Improvement Manager. The City
Manager requested staff to share plan with all Boards and Commissions.
Ed presented the City's Strategic Plan and implementation timelines to the Board. Ed
stated that the City is looking for ways to do more with less since the City downsized
by 300 positions in the past several years.
The PowerPoint presentation will be posted on the City's website when plans are
finalized.

A. Metrics - Trustees agreed that this item has been resolved and should be removed
from future agendas.
B. Advocacy — Trustees agreed to remove this item on future agendas and
addressed as requested.

V. LIBRARY DIRECTOR'S REPORT
A. Debrief of Report to Council on Library/Recreation Merger
Director Waznis reported that at the City Council Meeting of March 26, the City
Manager presented a report on the proposed Library & Recreation merger. This
was not an action item and no public comments were accepted. The City Manager
recommended the departments be separate, and will include his proposal in the
FY 13-14 budget process.
Director Waznis thanked the Board for their continued support during this process.
B. Programs and Events
1) Otay Ranch Branch Library's first birthday celebration on April 13.
2) New library cards will be highlighted at Council Meeting on April 23. New
design includes a keychain card and bookmark.
3) South Bay Volkswagen generously donated three new vehicles to the
Library.
4) Working with San Ysidro Health Center on preschool nutritional program
(Reading is Delicious.)
5) Sprouts Farmers Market offered the use of space at the two Chula Vista
locations for Library to sell books, take sign-up for summer reading
program, drop-off for donated books, etc.
6) Chula Vista Charitable Foundation Grant Cycle — Library is one of five
finalists for "Pathways to Civic Engagement".
7) Native Plant Society Hosting Native American Event — Date to be
determined.
8) CVPL Foundation's annual Bon Appetit Fundraiser on April 27.
