APPROVAL OF MINUTES Motion made by Trustee Mellor and seconded by Vice -Chair Barnes to approve the meeting minutes from October 16, 2013. Motion carried (5-0). II. NEW BUSINESS A. Introduction of New Trustees Mr. William Canedo & Mr. Stephen Kalaluhi provided brief self -introductions. New trustees were welcomed by Chair Young, Vice -Chair Barnes & Trustee Mellor. B. Debrief of Mayor's Boards & Commissions Breakfast on October 29th Vice -Chair Barnes attended breakfast session hosted by Mayor Cox. Also present were City Attorney Googins, City Clerk Norris and representatives from various Boards/Commissions/Committees. Vice -Chair Barnes stated that she learned the importance of following meeting protocol and Brown Act regulations. She reported that the Mayor also highlighted several future major projects in the City. C. Regular Meeting Date/Time Chair Young requested feedback regarding current regular meeting date/time to determine if it is suitable for all Trustees. All Trustees agreed that current regular schedule is suitable. MINUTES BOARD OF LIBRARY TRUSTEES D. Board's December Meeting Chair Young inquired whether Trustees would like to cancel the December meeting. Trustee Mellor stated that she had no preference. Vice -Chair Barnes stated that if it was acceptable with the group, she proposes to cancel the December meeting Chair Young stated the December 18th meeting will be cancelled and the Board of Library Trustees will meet in regular session on January 15, 2014. III. OLD BUSINESS - NONE IV. LIBRARY DIRECTOR'S REPORT A. The Library is currently working on a Strategic Plan to take us into the 21St century. We have completed two sessions with community leaders in attendance. The final community meeting is scheduled for December 4th. The Library will present a plan to City Council in late January/early February. B. Brown Act and Ethics Training — The City Attorney will be presenting a training session on Thursday, December 5th from 4:00 to 6:00 pm in the Police Department community room. All City Boards/Commissions/Committee members are encouraged to attend. C. Absence — Staff attended B/C/C meeting procedures training and was informed by the City Clerk's office that all absences must be voted on by the Board to determine whether it is an excused or unexcused absence. D. The Otay Ranch Branch Library Lease Amendment was approved by City Council on November 19th. The Library will be expanding to the space previously occupied by Geppetto's Toy Store. The space is approximately 2,000 sq. ft. We will use the new space on a special events/programs basis beginning on December 2"d. The first event will be Baby Storytime at 5:30 pm. We will utilize the space for meetings, classes, small performances and workshops. Starting in July 2014, we will also provide Passport Acceptance services at this location. E. The November calendar of events focuses on the Arts; copies of calendars distributed. F. The Library will be partnering with Altrusa International to sponsor "Food for Fines" program. Patrons can donate cans of food in lieu of overdue fines ($1 for each non-perishable food item, max. $10.) Donations will benefit the South Bay Community Services to help local families. 0) MINUTES BOARD OF LIBRARY TRUSTEES t� G. There has been an increase of people camping out in front of the parking lot at the South Chula Vista Branch. The Public Works Department has fenced in the area. Construction of a new park is expected soon. H. The Library Consortium (Serra Cooperative) will be getting an additional 30,000 E -books. We also have Google Chromebooks to loan out to patrons. Copies of the current and proposed "Rules of Conduct for Patrons" were distributed for review. The Library wants to ensure an atmosphere where people feel safe. Chair Young requested to place this item on the next Agenda for discussion. V. COMMUNICATIONS A. Friends of the Chula Vista Library (Board Liaison: Vice -Chair Barnes) Vice -Chair Barnes stated that she has joined the Friends for $25, and received a copy of the Chula Vista Centennial book as part of her membership. The Friends work really hard throughout the year with book sales and donate money to the Library for books B. Chula Vista Public Library Foundation Director Waznis informed the Board that the annual fundraiser is scheduled for April 26, 2014. The Foundation Board Members are soliciting sponsors and donations, and have already received a pledge for $1,000. It is due to the support from the Friends and the Foundation that we were able to open the Otay Ranch Branch Library. C. Public Comments James Balnis (former Trustee) stated that he attended the Library Dances on Sunday, November 17th at the South Chula Vista Branch Library. The performance was wonderful. He observed many families really enjoying the event. D. Written Comments —None E. Board Comments Chair Young stated that Angela Riggs (former Trustee) sends her regards. She is now working in the Human Resources Department at San Diego State University. 3 MINUTES BOARD OF LIBRARY TRUSTEES VI. ADJOURNMENT Meeting was adjourned by Chair Young at 5:08 p.m. The next Board of Library Trustees meeting will be on Wednesday, January 15, 2014 at 4:00 p.m. in the Civic Center Branch Library conference room. 4
