BOARD MEMBERS PRESENT: CHAIR BRIAN YOUNG, VICE -CHAIR JEANNIE BARNES, TRUSTEES
ELVA MELLOR, WILLIAM CANEDO, AND STEPHEN KALALUHI

II. NEW BUSINESS
A) City Citizens' Advisory Committee — Chair Young shared the letter he received
from Assistant City Manager Gary Halbert (see attachment). The City is seeking
volunteers to serve on the Asset Management Program (AMP) Advisory
Committee which will review and provide recommendations on best management
practices to address public infrastructure deficiencies. Chair Young stated he was
interested in volunteering for the committee.
B) California Library Association (CLA) — Day in the District
Director Waznis informed the Board of Library Trustees that she will be meeting
with local legislators to discuss pending state legislation benefitting libraries (see
attachment). Director Waznis asked if any trustees would like to accompany her
and the President of the Friends.
Motion made by Chair Young and seconded by Trustee Cahedo to support the two
legislations (CENIC and SCA -7 WOLK) as part of the CLA Day in the District and
to express the support to the legislators at the scheduled meetings. Motion carried
(5-0).

Mufibn made by Trustee Mellor and seconded by Vice -Chair Barnes to approve the
meeting minutes from January 15, 2014. Motion carried (5-0).
II. NEW BUSINESS

III. OLD BUSINESS
A. Review and Approve "Rules of Conduct"
Suggestions made by the Board of Library Trustees at the January 15th meeting
has been incorporated into the revised Rules of Conduct and presented to the
Board.
Vice -Chair Barnes asked for clarification of rule no. 3 which states "Individual study
carrels are provided and study rooms may be reserved on the day." She stated
that it was her understanding that there was a 72 -hour request for the Otay Ranch
Branch study room. Director Waznis stated staff will verify that rule.
Chair Young stated that the Board would like to receive periodic updates on
reports of incidents as it relates to these rules. Chair Young tabled the approval of
the Rules of Conduct to the next meeting.
IV. LIBRARY DIRECTOR'S REPORT
A. California Public Library Advocates (CPLA) — 2014 Spring Workshop scheduled for
March 1, 2014 at the Huntington Beach Public Library (flyers distributed to
Trustees).
B. Library Re -cabling Project — Based on discussions with IT Department the
contractor, it was decided that it would be best to close the branches during this
work. The Civic Center Branch will close March 10-16, and the South Chula Vista
Branch will close April 18-27.
During the Civic Center Branch closure, the passport office will be relocated and
the space will be converted to study rooms.
C. Otay Ranch Library Expansion — The City Attorney is working on the agreement
with Group 4 Architecture, and anticipate opening in the summer.
Passport acceptance services will be offered at this location to help generate
revenues to offset the cost to staff the new space.
D. Strategic Vision and Library Facilities Master Plan — The City Manager is reviewing
the draft report. The old Facilities Master Plan from 2011 and the new Strategic
Vision Plan is scheduled to be presented to City Council on April 8th. The report
will be forwarded to the Board for review after approval by the City Manager.
E. City Budget Process — The department received FY -15 baseline budget. The
Board will once again have the opportunity to speak before City Council in support
of the library budget during the budget approval process. Staff will inform the
Board when the public budget workshops are scheduled.

F. Upcoming Events and Projects
1) Princess Project Cooperative Teen Outreach — Event is in partnership with
Altrusa Club of Chula Vista, Friends of South Chula Vista Library and
Union Bank. Dresses will be given away on March 14th & 15th.
2) SUHSD Art Exhibit is scheduled from March 10th to April 9th at the South
Chula Vista Branch. The Awards Ceremony is scheduled on March 21St
Trustees are invited to view the exhibit and attend the awards ceremony.
3) "Lunch at the Library", in cooperation with the Chula Vista Elementary
School District is scheduled for March 24th to April 4th at Civic Center
Branch and South Chula Vista Branch.
4) Charitable Foundation "Paths to Civic Engagement" Mixer scheduled for
March 27th at the Otay Ranch Branch. The Chula Vista Charitable
Foundation Board will be present to hear about the progress being made
by CVPL staff.
5) Library Foundation "Bon Appetit" Fundraiser is scheduled for April 26th from
5:00 to 9:00 pm at the Otay Ranch Branch. We are once again selling
raffle tickets for a $1,000 shopping spree and auctioning VIP concert
packages at the event.
6) Civic Engagement Event is scheduled for May 30th. Carl Luna, professor
and political analyst, will be the guest speaker.
V. COMMUNICATIONS
A. Friends of the Chula Vista Library (Board Liaison: Vice -Chair Barnes) — The next
Friends Executive Board meeting is scheduled for March 11th @ 4 pm at the South
Chula Vista Branch.
Vice -Chair Barnes stated that she attended the Friends' annual meeting on
January 26th. Grant Barrett did a great job as keynote speaker.
B. Chula Vista Public Library Foundation
Funds raised from Bon Appetit 2014 will be used to help expand the new Otay
Ranch annex space.

E. Board Comments
1) Trustee Mellor stated she will be attending a conference in Washington
D.C. and will be absent from the March 19th meeting.
2) Trustee Cahedo stated that he attended the Orange Avenue Park public
meeting. The park is located right outside the South Chula Vista Branch
Library. There will be three acres of space with ball fields, dog park,
seating to view the sports activities, outdoor restrooms, and gazebo space
available for parties by reservations. City staff was very patient with the
public comments.
VI. ADJOURNMENT
Meeting was adjourned by Chair Young at 5:10 pm.
The next Board of Library Trustees meeting will be on Wednesday, March 19, 2014 @
4:00 p.m. at the South Chula Vista Branch Library.
