Chair Young called the meeting to order at 4:03 p.m.
I. APPROVAL OF MINUTES
Motion made by Trustee Mellor and seconded by Trustee Canedo to approve the
meeting minutes from November 20, 2013. Motion carried (5-0).
II. NEW BUSINESS
A. Review of "Rules of Conduct"
Staff Recommendation: Board reviews, revises and adopts the "Rules of Conduct"
Stephanie provided overview of current "Rules of Conduct", which were last
updated in 2004. At that time, there was an emphasis on the use of cell phones.
The proposed changes are more applicable to the situations which have occurred
recently. The City Attorney's Office has reviewed and approved the proposed
revisions.
Vice -Chair Barnes applauded staff for being specific and detailing all the rules.
Trustee Kalaluhi commented that the last revision was ten years ago and inquired
if it would be helpful to review them more frequently.
Chair Young suggested staff to review incidents with Board in order to understand
the violations and rules staff has to encounter.
Trustee Canedo commented that although the Rules were revised in 2004, most of
them are still applicable.

Chair Young requested a statement of what is the enforcement of the rules, i.e.,
The Police Department may be called to assist and remove violator.
Trustee Mellor asked if the Rules are currently posted. Staff confirmed that they
are posted at each Library location.
Chair Young requested the item to be continued to the next meeting.
III. OLD BUSINESS - NONE
IV. LIBRARY DIRECTOR'S REPORT
A. PEG Grant Funded Project — Communications wiring work will be performed at the
Civic Center and South Chula Vista Branches to improve the Wi-Fi access. Civic
Center will be closed one week in March and South Chula Vista will be closed one
week in April.
B. At the request of the City Manager, each department will make a presentation to
City Council highlighting how LEAN concepts were implemented to improve
department operations. The Library presentation is scheduled for February 18th.
C. Grant Barrett, KPBS Radio Host of "A Way with Words" will speak at the Friends'
Annual Meeting scheduled for January 26th at 2:00 pm in the Civic Center Branch.
D. The Foundation annual fundraising event Bon Appetit is scheduled for April 26th
from 5:00 to 9:00 pm.
E. Free AAPR tax assistance will begin February Td.
F. Affordable Care Act (ACA) Workshops are continuing to be offered at the Library.
G. The community concerns and city enforcement has greatly improved the homeless
situation at the South Chula Vista Branch Library.
H. Latter-day Saints (LDS) is planning their Day of Service event. The Library has
put together a list of projects and will have a walk-through and see if our needs
match. LDS has cleaned up parks in the city in the past.
The abandoned interior garden at South Chula Vista Branch was adopted last
summer by the Native Plant Society and. the Chula Vista Garden Club. They
planted low water fragrant plants, and the South Branch Friends purchased patio
furniture. The Fragrant Garden Opening Program is scheduled for January 25th at
10:00 am.
J. The South Chula Vista Branch is participating in the Princess Project Dress Drive.
Dresses are given to girls who cannot afford a prom dress. The event is
` scheduled for March 15th & 16th and is sponsored by Union Bank.

K. Reuben H. Fleet Science Center will host a sidewalk astronomy event at the Civic
Center Branch.
L. The Museum of Man will be providing museum passes for library circulation,
similar to the New Children's Museum. Passes are free and can be checked out
for one week.
V. COMMUNICATIONS
A. Friends of the Chula Vista Library (Board Liaison: Vice -Chair Barnes)
Vice -Chair Barnes reported the Friends met on January 14th. The Friends are
trying to get cookies donated to pass out to patrons during National Library Week
(April 14-19.) They are also looking into getting books for babies to be placed at
hospitals, to be given away when a baby is born

E. Board Comments
1) Chair Young attended an a -book session at the Civic Center Branch. The
equipment was not working properly (program partially loaded and froze.)
Staff members were very good at explaining, but the equipment failure was
disappointing. Chair Young stated that he is happy to hear the broadband
is being improved.
Chair Young suggested a report/discussion of Library digital services at a
future Board meeting. He would like to learn what challenges the Library
faces to acquire and maintain the electronic collection, and what
infrastructure support is necessary.
2) Trustee Cahedo stated that he is so pleased to see the programs/services
offered by the Library and that the library is a hub of the community.

Meeting was adjourned by Chair Young at 5:16 pm.
The next Board of Library Trustees meeting will be on Wednesday, February 19, 2014 at
4:00 p.m. in the Otay Ranch Branch Library.
