Chair Young called the meeting to order at 4:04 p.m.
I. APPROVAL OF MINUTES
Motion made by Vice -Chair Mellor and seconded by Trustee Canedo to approve the
meeting minutes from July 16, 2014. Motion carried (4-0).
II. APPROVAL OF ABSENCE
A. Motion made by Vice -Chair Mellor seconded by Trustee Canedo to approve the
absence of Trustee Kalaluhi from the meeting of July 16, 2014. Motion carried (4-0).
III. NEW BUSINESS
A. Report of the Library Tour of the Asset Management Program Advisory Committee
The committee members are touring different parts of the City and viewing the
conditions of the City's building & assets. Last month's tour was at the Civic Center
Branch Library, the Police Department and Fire Station No. 1. Stephanie guided the
group through the Library, including the lower level. Everyone was very positive
about operations and services of the Library. Many had seen the new San Diego
Library and were surprised that the Chula Vista Library has not changed much since
it was first opened.
The group's next tour is scheduled for September 8th and they will be viewing the
water treatment program.
B. Appreciation Event for Friends of the Library
The Board decided to request a Special Order of the Day at a City Council Meeting.
Chair Young asked Director Waznis to present a couple date options for October
(not October 21S)

Trustee Cahedo will contact Blackie's Trophies to get ideas for a plaque and a cost
estimate.
Chair Young asked about using the City and/or library logo.
C. Library Succession Plan — Request from Director to Support Position Realignment
Due to the recent retirement of a Library Associate, the department has an
opportunity to upgrade the positon to the Librarian 1/11 level to help recruit more
experienced employees and to help with retention. The department has had
difficulties retaining librarians due to their hourly status. Other agencies are offering
full-time benefitted positions. The City of San Diego is currently hiring 12 librarians.
We are asking for the position upgrade and looking ahead to the next 5 to 8 years
and start thinking about succession planning.
Motion made by Chair Young and seconded by Vice -Chair Mellor to support the
request of the Library Director for position realignment which will improve operations
and services, with insignificant cot increase. Motion passed (4-0).
IV. OLD BUSINESS - NONE
V. LIBRARY DIRECTOR'S REPORT
A. Repair at South CV Library — The former water feature at the entrance of the South
Library is now a planter area due to the partnership of the CV Garden Club, the
Public Works Department and Home Depot. The broken stucco wall has also been
repaired thanks to Trustee Canedo's support.
B. Orange Avenue Park Update — The old fence has been taken down, but the
construction fence has not been installed yet. The Police Department is patrolling
the area daily to keep people from staying in the area again. The project is going to
City Council on September 9h for approval and the construction will take
approximately one year to complete.
C. Otay "Hub" Update — Construction started on Monday, August 18th. O'Neill
Construction, a local contracting company, is performing the work. Through Kevin
O'Neill's in-kind donations of labor and materials, the Library will be saving money.
The Chula Vista Public Library Foundation and the Friends of the Library are
donating money to help fund the renovations. The targeted soft opening date is
October 1St
D. Chula Vista: The Good, The Bad and the Just Plain Wrong — A follow-up session is
scheduled for October 20th. Registration will be from 5:30-6:00 p.m., and the event
will take place from 6:00 to 8:00 p.m.

E. "Let's Talk Chula Vista" with Mayor Cox and City Manager Halbert — This event was
held at the South Library and was another great example of the Library being a
good venue for bringing the community together. The discussion was sponsored by
the Voice of San Diego.
F. Lunch at the Library Statistics — In cooperation with the CV Elementary School
District, the Library served over 2,000 lunches over a six-week period.
G. Performance Measurements for FY 14-15 — The trend is moving away from output
statistics and moving toward outcome statistics. The City is asking all departments
to incorporate more performance based information and service level goals.
H. Board of Library Trustees Vacancy — The Mayor's office has received two
applications and will be scheduling interviews soon. We hope to have a new
member at the next meeting.
Padres Event and Donation — The Padres Foundation reached out to us again this
year and donated $1,000. Padres outfielder, Will Venable came and read to
children at Storytime.
J. Adult Literacy Awareness Month — The CA State Library, Literacy Services program
is celebrating its 30t' anniversary. To support this program, the Chula Vista City
Council will present a Proclamation at the September 9t' meeting, proclaiming
September as Adult Literacy Month.
K. Launch of Digital Magazine Collection — The Library will launch a new e -magazine
program, Zinio, on September 12th. The public will be able to access over 150
magazines with unlimited simultaneously use. We will still have some paper
magazine subscriptions.
L. Interim Report on AB -86 Update — The Governor's initiative provides funding for
regional consortia of community college districts and the school districts for the
purpose of developing regional plans to better serve the educational needs of
adults. The local consortium of Southwestern College, the Sweetwater Union High
School District and the Coronado School District identified libraries — San Diego
Public, County, Lincoln Acres, Imperial Beach, National City and Chula Vista — as
possible partners.
M. One Book One San Diego — This is the first year we are participating in this County-
wide program. The selected book, Monstress, is written by Lysley Tenorio, a local
author who lives in Mira Mesa. We have multiple copies of the book available.
N. Large sliding glass doors at civic — We are going to get new replacement doors.
O. New Study Rooms — The Local History room and the old Passport Office will be
converted to tutoring/study space.

Children's collection

1) Trustee Canedo expressed appreciation for the work at the South Library
entrance, and will draft a letter on behalf of the Board of Library Trustees.
VII. ADJOURNMENT
Meeting was adjourned by Chair Young at 5:29 p.m.
The next Board of Library Trustees meeting will be on Wednesday, September 17, 2014,
beginning at 4:00 p.m. at the Civic Center Branch Library.
