APPROVAL OF MINUTES Motion made by Vice -Chair Mellor and seconded by Trustee Canedo to approve the meeting minutes from November 19, 2014. Motion carried (3-0). II. APPROVAL OF ABSENCE(S) A. Motion made by Chair Young and seconded by Vice -Chair Mellor to approve the absence of Trustee Canedo from the November 19, 2014 meeting. Motion carried (3-0). III. NEw BUSINESS - None IV. OLD. BUSINESS_ A. Joint Meeting with Friends and Foundation Director Waznis reported the Friends are wrapped up with planning their annual meeting scheduled for January 25th, and the Foundation is working on a new sponsorship event. Chair Young stated that the Board's goal is to coordinate support for library activities. Chair Young will contact Friends' President, Shauna Stokes to arrange a meeting. V. LIBRARY DIRECTOR'S REPORT A. GMOC Revision — Library Standards The GMOC (Growth Management Oversight Committee) is a city chartered organization which sets threshold for services. The Library's standards have been th slightly revised. A hearing is scheduled for February 17 MINUTES r , BOARD OF LIBRARY TRUSTEES B. State Budget California Library Association (CLA) — Day in the District campaign is encouraged again this year (month of February). The advocacy efforts of library supporters have been very successful in the past. Director Waznis invited Trustees, Friends, and Foundation members to meet with Senator Hueso, Assemblymember Gonzalez and Assemblymember Weber. C. City Budget The department is requesting 2.5 FTE permanent staff for the Otay Ranch Branch in next fiscal year's budget. We will also be requesting additional funding for books. Chair Young requested a staffing proposal report from Director Waznis so that actions taken by the Board will be in support of the Director's report. D. Computer Issues The Library is continuing to keep our needs on the top of IT list. The old computers in the computer lab at Civic Center Branch have been replaced. The computers in the teen area still need to be replaced, as well as the adult section at the South Chula Vista Branch. The WiFi has not improved much, so IT department is getting a consultant. E. Garden Club Project The planter boxes at the Civic Center Branch have been repainted and replanted. The Garden Club and the City's Parks Department will maintain the plants. F. Librarian Position Interviews Underway The City received 106 applications for the vacancy and 28 candidates were invited to interviews. We are in the final stages of the recruitment process. G. Kindergarten Boot Camp Opens at Civic Surveys reflect that 90% of participants had no other pre-school exposure. H. The Hub — Passport Service Pending We are still waiting for the State Department's approval for the Hub as an Acceptance Facility. I. The Friends Annual Meeting - Scheduled for January 25th at 2 pm. VI. COMMUNICATIONS A. Friends of the Chula Vista Library - None B. Chula Vista Public Library Foundation - The Foundation is busy planning Bon Appetit 2015 — scheduled for Saturday, May 2nd from 5:00 pm to 9:00 pm at the Otay Ranch Town Center Food Pavilion. The Foundation is also planning a new sponsorship event, tentatively scheduled in October. 0 MINUTES BOARD -OF LIBRARY TRUSTEES C. Public Comments — None D. Written Comments — None E. Board Comments 1) Chair Young reported that the City's Asset Management Project Advisory Committee (AMPAC) is progressing along. It appears they are heading toward a bond measure. Monumental efforts have been made to track and inventory all the assets. The Police and Fire departments have been well maintained, but everything else is falling apart. There have been a lot of discussion on how the City has done the best they can with what they had. The Finance Department presented last week and reported the General Fund cannot support all the infrastructure needs. The Committee will be breaking out into specialized subcommittees. The group will re -convene after subcommittee meetings. VII. ADJOURNMENT Meeting was adjourned by Chair Young at 5:06 p.m. The next Board of Library Trustees meeting will be on Wednesday, February 18, 2015, beginning at 4:00 p.m. at the Civic Center Branch Library.
