TO THE REDEVELOPMENT AGENCY MEETING JOINTLY
WITH THE CITY COUNCIL, MUNICIPAL FINANCING AUTHORITY
AND PUBLIC FINANCING AUTHORITY OF THE CITY OF CHULA VISTA
CALL TO ORDER
A Special Meeting of the Successor Agency to the Redevelopment Agency meeting jointly with the City
Council, Municipal Financing Authority, and Public Financing Authority of the City of Chula Vista, was
called to order at 5:03 p.m. in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula
Vista, California.
ROLL CALL:
Present: Councilmember Aguilar, Councilmember Diaz, Deputy Mayor McCann, Councilmember
Padilla and Mayor Casillas Salas
Councilmember Aguilar arrived at 5:04 p.m.
Also Present: City Manager Halbert, City Attorney Googins, City Clerk Bigelow, and Deputy City Clerk

Councilmember Padilla led the Pledge of Allegiance.

Lieutenant Commander Martinez 11 spoke regarding the upcoming Veterans Day Parade.

"DANNY" CARREON AS THE 2017 CHULA VISTA VETERAN OF THE
YEAR
Mayor Casillas Salas read the proclamation and Deputy Mayor McCann presented it to Mr. Carreon.

2. 17-0340 RESOLUTION NO. 2017-189 OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AUTHORIZING THE SUBMITTAL OF A CALRECYCLE
WASTE TIRE ENFORCEMENT GRANT APPLICATION IN
PARTNERSHIP WITH THE CITY OF SAN DIEGO AND AUTHORIZING
THE CITY OF SAN DIEGO TO ACT ON BEHALF OF THE CITY OF
CHULA VISTA TO SECURE GRANT FUNDS AND IMPLEMENT THE
GRANT

OF $385,396.46 FOR THE PURCHASE OF FIFTEEN (15) NISSAN LEAF

PUBLIC COMMENTS
Frank Cherry, Chula Vista resident, requested information regarding approval of the final environmental
impact report for the Bus Rapid Transit project.
The following members of the public requested the Council actively support the Dream Act:
- Nohemi Hernandez, Chula Vista resident
- Luis Tinoro, Chula Vista resident
- Dulce Garcia, Chula Vista resident
Josh Sanders, Fire Engineer, and Alicia Pearlman, San Diego resident, representing Vulcan Materials
Company, spoke regarding the upcoming fundraiser to benefit the Chula Vista Firefighters Foundation.
Pam Keel, Chula Vista resident, spoke in opposition to the zoning of the property located at 3rd & K St.

CHULA VISTA DECLARING THE CITY'S INTENTION TO FORM UTILITY
UNDERGROUNDING DISTRICTS ON F STREET FROM BAY
BOULEVARD TO BROADWAY (UUD #141) AND ON F STREET FROM
BROADWAY TO FOURTH AVENUE (UUD #142) AND SETTING THE

8. 17-0446 RESOLUTION NO. 2017-194 OF THE CITY COUNCIL OF THE CITY OF

TO ENTICE AMAZON TO LOCATE ITS PROPOSED NEW CORPORATE
HEADQUARTERS IN CHULA VISTA AND AUTHORIZING AND
DIRECTING STAFF TO NEGOTIATE AND BRING BACK FOR COUNCIL
ACTION FINAL AGREEMENTS IMPLEMENTING SAME
Economic Development Director Crockett and Lee Chesnut, of Chesnut Development, gave a presentation
on the item.
The following members of the public spoke in support of staffs recommendation:
- Lisa Cohen, Chula Vista resident, representing the Chula Vista Chamber of Commerce
- Todd Galarneau, San Diego resident, representing Millenia Corporation
- John Moot, Chula Vista resident, representing South County Economic Development Council
- Doug Kerner and Vanessa Garcia, Chula Vista residents, spoke on behalf of the following members of
the South County Economic Development Council: Jennifer Bustamante, Chula Vista resident; Carlos
Cuevas, representing SeaWorld/Aquatica; Robert Smith, San Diego resident; Cindy Gompper Graves,
Chula Vista resident; Becky Cortez, Chula Vista resident.
ACTION: A motion was made by Mayor Casillas Salas, seconded by Councilmember
Padilla, to adopt 'Resolution No. 2017-194, heading read, text waived. The motion
carried by the following vote:

CITY MANAGER'S REPORTS
City Manager Halbert announced the upcoming San Diego Regional Proving Ground Consortium kick -oft
meeting with Caltrans and SANDAG.

MAYOR'S REPORTS
9. 17-0472 RATIFICATION OF APPOINTMENT OF MARK VALEN TO THE SOUTH
BAY WILDLIFE ADVISORY GROUP
ACTION: A motion was made by Deputy Mayor McCann, seconded by Mayor Casillas
Salas, to ratify the above appointment. The motion carried by the following vote:
Yes: 5 - Aguilar, Diaz, McCann, Padilla and Casillas Salas
No: 0
Abstain: 0
Mayor Casillas Salas announced Sweetwater Union High School District was awarded a grant from the
Department of Defense. She reported on her attendance at the Economic Development workshop, and
the following events: Vim & Vigor arts & wellness festival; Chula Vista High School garden dedication
ceremony; new Grifols' Plasma Donation Center,- and she announced that it was Founders Day in the City
of Chula Vista.
COUNCILMEMBERS' COMMENTS
Councilmember Diaz spoke regarding the Grifols Plasma Center tour he and the Mayor attended.
Deputy Mayor McCann spoke regarding the Amazon proposal. He reported on the following events he
attended: the I Love a Clean San Diego award ceremony; ribbon cutting for the Walmart on Broadway;
and the Vim and Vigor arts & wellness festival.
Councilmember Padilla spoke regarding the California Coastal Commission meeting and reception hosted
by the City.
CITY ATTORNEY'S REPORTS
City Attorney Googins provided an update on the lawsuit regarding sewer discharge in the Tijuana River
Estuary; and he spoke regarding the upcoming Open Government and Ethics Training workshop.
ADJOURNMENT
At 7:02 p.m., the meeting was adjourned to the Special City Council Workshop on October 26, 2017, at
6:00 p.m. in the Council Chambers, and to a Special City Council Workshop on November 2, 2017, at
6:00 p.m. in, the Council Chambers; and thence to the Regular City Council Meeting on November 7,
2017, at 5:00 p.m., in the Council Chambers.
