Chair Young called the meeting to order at 4:18 p.m.
I. APPROVAL OF MINUTES
a Motion made by Trustee Swanson and seconded by Chair Young to approve the
meeting minutes from January 18, 2017. Motion carried (3-0) — Mellor arrived late.
II. APPROVAL OF ABSENCE(S)
Motion made by Trustee Swanson and seconded by Chair Young to approve the
absence of Trustee Hernandez from the meeting of January 18, 2017.
Motion carried (3-0) — Mellor arrived late.
Ill. NEW BUSINESS
A. Introduction of New Trustee — Rene Loaiza
Trustee Loaiza stated that he wants to get more involved with community activities,
and is looking forward to learning about our library.
Director Waznis invited Trustee Loaiza to tour of our libraries at his convenience.
B. Library Rules of Conduct — Review and Concur with Proposed Changes
Director Waznis explained the proposed changes to the Board.
Motion made by Trustee Swanson and seconded by Trustee Loaiza to approve the
proposed changes (4-0).

C. Cancel Regular Meeting of March 15th and Approve Special Meeting of March 14th
Motion made by Trustee Swanson and seconded, by Vice -Chair Mellor to cancel the
regular meeting scheduled for March 15th and approve a special meeting for March
10 beginning at 2:00 p.m. Motion carried (4-0).
IV. OLD BUSINESS
A. Joint Meeting — Friends of Library Executive Board and CVPL Foundation Board
Chair Young provided brief information regarding each of the three groups. The
groups met jointly last year for the first time and discussed their common goals of
supporting the Library.
Director Waznis informed the Board that Mayor Casillas Salas expressed interest in
attending the meeting.
V. LIBRARY DIRECTOR'S REPORT
A. Librarian Jorge Castillo retired after 30 years of service. The Library will work to fill
this vacancy.
B. The City is trying to get the design plans from the architect/designer in order to
move forward with the public restrooms renovation.
C. CENIC (non-profit high speed dedicated internet system used by educational
organizations) has been implemented at all three branches. This allows the Library
to provide faster internet and broadband at lower prices. The State Library
subsidized the membership for interested libraries. CVPL received $30,000 for this
project.
D. Innovation Station continues to be a real success. SDG&E wants to take part in
renovating our stairway and lower level hallway leading to the Innovation Station.
The focus will be on clean energy and sustainability and include interactive displays.
Microsoft Edu will offer Minecraft Build Challenge sessions at the Library. This is a
very popular video game. They will host one session per month with 20 slots at
each session.
E. The museum's new exhibit opening on January 27" was very well attended. Mayor
Casillas Salas, Councilmembers McCain and Aguilar, and Supervisor Cox were
here. Fred Rohr's granddaughter, family members, and many retired employees
from Rohr Industries also attended.
F. The Chula Vista Public Library's annual fundraising event "Bon Appetit' is returning
to the Otay Ranch Town Center. The event is scheduled for Saturday, April 29th
from 5:00 p.m. to 9:00 p.m.

G. The South Chula Vista Branch Library is hosting the Sweetwater Union High School
District's art contest once again. The awards and reception is scheduled for March
10th from 6:00 p.m. to 7:30 p.m.
H. Zip Books — The Library may have an opportunity to join this program. Some urban
libraries are currently participating. The program will allow patrons to request books
we do not currently have in our collections. The Library will be able to purchase the
books from Baker & Taylor, Amazon or another vendor, instead of requesting an
inter -library loan. We do not have details at this time on how much funding will be
available.
K. Library Card Challenge — We are currently working with the Chula Vista Elementary
School District to offer.a library card for all kindergarten and first grade students.
The cards will be included in the students' "welcome back" packets. Each student
will be able to check out two books at a time, with no parent signature, no fines or
replacement cost.
VI. COMMUNICATIONS
A. Friends of the Chula Vista Library - None
B. Chula Vista Public Library Foundation — None
C. Public Comments — Mike Turner asked about his inquiry on the Value Line
subscription.
Director Waznis stated that the Value Line subscription cost is $903 per year. The
Library is still considering it, and suggested Mr. Turner contact the Friends to
discuss the possibility of a donation.
D. Written Comments — None
E. Board Comments
Chair Young welcomed Trustee Loaiza on behalf of the Board.
Vice -Chair Mellor stated that the Delta Kappa Gamma CV Chapter met at the
Library. All members were amazed by the services provided at Library.
VII. ADJOURNMENT
Chair Young adjourned the meeting at 5:46 p.m.
The next Board of Library Trustees meeting will be on Tuesday, March 14, 2017, beginning
at 2:00 p.m. at the Civic Center Branch Library.
