APPROVAL OF MINUTES Motion made by.Vice-Chair Mellor and seconded by Trustee Swanson to approve the meeting minutes from February 15, 2017. Motion carried (3-0). II. APPROVAL OF ABSENCE(S) Motion made by Vice -Chair Mellor and seconded by Trustee Swanson to approve the absence of Trustee Hernandez from the meeting of February 15, 2017. Motion carried (3-0). III. NEW BUSINESS A. Joint Meeting with Friends of Chula Vista Public Library Executive Board and the Chula Vista Public Library Foundation This is the second annual joint meeting to discuss unified support of the Library. B. Measure P — (See Library Director's Report) 1 4 SPECIAL MEETING BOARD .OF LIBRARY TRUSTEES IV. OLD BUSINESS - N/A V. LIBRARY DIRECTOR'S REPORT A. Library Budget Director Waznis thanked everyone for attending the joint meeting and for the continued support of the groups. The CalPERS commitments are affecting counties and cities through the State. The City's Finance Department presented a 10 -year financial forecast report to the City Council. All departments have been asked to reduce next fiscal year's budget. The Library will be supplementing the cuts with additional passport services revenues. Chair Young commented that the Library has recovered from previous cuts, but have needs that have not been met. The department is getting only critical items and repairs. Director Waznis stated that the GMOC recently met and they are disappointed in the City. Our requirements have not been met for the past 13 years. The State average per capita for libraries is $2.93; the City is at $0.40. The GMOC will hold public hearings in April. Chair Young stated that it seems like the Library is punished for being able to do so much with so little resources. The Library is loved by the City but not supported by the City. Library administration has been really creative and getting people into the right places. However, it was so difficult just to get basic staffing for the Otay Ranch Branch Library. Director Waznis reported that the Millenia Library is no further along than it was. The development has space set aside for a library, but we still need to figure out how to build and staff it. We are demonstrating to the community the importance of the Library. We are continuing to develop strong partnership with groups like the Chula Vista Elementary School District. B. Measure P — Citizen Oversight Committee has been established by City Council The Library submitted list of 20 items to City administration. The top two priority items are the Civic Center Library restrooms and the South Library flooring. South Branch is 22 years old and has more infrastructure problems than Civic Center Branch. It is more expensive to maintain and repair the South Branch due to the architectural design. C. Library Programs Director Waznis reported that the Library has reached 900,000 visitors, with over 50,000 participated in our programs. However, circulation is going down because we do not have the items that people want to borrow. 2 SPECIAL MEETING BOARD OF LIBRARY TRUSTEES The community likes our STEM programs and out meeting spaces. We have become the community center for information sharing. Chair Young inquired how information technology has impacted the library's mission. Director Waznis reported that we are happy with the upgraded broadband, but we are always a little behind on technology. Nancy Lemke asked about the consumption of ebooks. Director Waznis responded that consumption is high and we cannot afford to keep up with the demand. There is always a long waiting list for items. This is our biggest growth area. We have gone down 10 percent because we cannot keep up the subscription. We could not afford the downloadable music anymore. Director Waznis reported that this is our last year with funding from TUT. We will be losing $66,500 next year and will need to find other sources to continue supporting our collections. Chair Young asked for an update on the deck project. Director Waznis reported that the City has applied for a housing related parks grant for a viewing deck for Friendship Park in the amount of $750,000. D. Thinkabit Lab - Innovation Station Vice -Chair Mellor asked about plans for the Innovation Station during school breaks. Director Waznis reported that we will be planning a week-long summer camp. We are continuing to partner with Qualcomm and the CVESD. We also plan to use the space for the summer lunch program, and staff will incorporate some STEM activities with the lunch program. Trustee Swanson inquired about the Minecraft program. Director Waznis stated that it went very well. The next session is scheduled for April 23rd. VI. COMMUNICATIONS A. Friends of the Chula Vista Library Shauna Stokes, President of the Executive Friends stated that the Friends will be advocating for more money for Library collections and for a full-service library in the east side of Chula Vista. B. Chula Vista Public Library Foundation Carmen Richardson, Chair of the CVPL Foundation stated that the Foundation will continue to showcase everything that is happening at all three branches of the Library and focus on all the unique programs and services that we offer. ADJOURNMENT Chair Young adjourned the meeting at 3:32 p.m. The next Board of Library Trustees meeting will be on Wednesday, April 19, 2017, beginning at 4:00 p.m. at the Civic Center Branch Library. 4
