MINUTES OF A REGULAR MEETING OF THE
CIVIL SERVICE COMMISSION OF THE CITY OF CHULA VISTA
December 7, 2017 5:15 p.m.
The regular meeting of the Civil Service Commission of the City of Chula Vista was called to
order at 5:15 p.m. in Conference Room B129, located in the Public Services North Bldg. C at
276 Fourth Avenue, Chula Vista, California.
ROLL CALL
PRESENT: Commissioner Fish, Carbucci (arrived 5:22pm), Chair Gersten, and Co-
Chair Starr
ABSENT: Commissioner Gonzales
OTHERS: Human Resources Operations Manager Erin Dempster
CONSENT CALENDAR (Items 1-3)
The Commission will enact the Consent Calendar staff recommendations by one motion,
without discussion, unless a Commissioner, a member of the public, or staff requests that
an item be removed for discussion. Items pulled from the Consent Calendar will be
discussed immediately following the Consent Calendar.
1. WRITTEN COMMUNICATIONS
A. Email from Co-Chair Starr requesting an excused absence from the November 2,
2017 regular Civil Service Commission Meeting
Staff recommendation: Commission excuses the absence.
ACTION: No quorum. Continue to next meeting February 1, 2018
2. APPROVAL OF MINUTES of February 1, 2017
Staff recommendation: Commission approves the minutes.
ACTION: No quorum. Continue to next meeting February 1, 2018
3. CONSIDERATION OF APPROVAL OF THE PROMULGATION OF THE ELIGIBLE
LISTS:
A. Building Services Supervisor (RECRUITMENT #17666909)
B. Development Services Technician III (RECRUITMENT #17454309)
C. Fiscal and Management Analyst (RECRUITMENT #17021608)
D. Peace Officer, Lateral (RECRUITMENT #16506112)

Staff recommendation: Commission approves the promulgation of the eligible lists.
ACTION: Co-Chair Starr moved to approve staff’s recommendations and offered Consent
Calendar Item 3, headings read, text waived. Commissioner Fish seconded the
motion, and it carried by the following vote:
Yes: 3 - Starr, Fish, Gersten
No: 0
Abstain: 0
PUBLIC COMMENTS
There were none.
INFORMATIONAL ITEMS
4. REVIEW OF SECTION 1.08(C) AND SECTION 1.08(D) OF CIVIL SERVICE
RULES, AND RULES DISCUSSION.
Staff recommendation: Commission provides applicable updates.
ACTION: Delayed until February 1, 2018.
OTHER BUSINESS
5. CHAIR’S COMMENTS
A. Lack of staffing in both Police and Fire Department.
B. Commissioner Carbuccia arrived at 5:20 p.m.
C. Gersten will not attend the January 4, 2018 Civil Service Commission meeting.
6. COMMISSIONERS’ COMMENTS
Commissioner Starr suggests canceling January 4, 2018 Civil Service Commission
meeting. Chair Gersten suggest for Human Resources Director Courtney Chase to email
the Civil Service Board if an important matter is needed to be addressed on January 4,
2018. If not, the Civil Service Board will meet on Thursday, February 1, 2018.
7. STAFF’S COMMENTS
Safer grant allowed 16 Firefighters to be hired.
