Kaheny Bob Powell, Director of Finance Colleen Kelly, Intergovernmental Affairs Coordinator The meeting was called to order at 4:30 p.m. 1. Roll Call. The roll was called and all members were present except Member McAllister who asked to be excused. 2. Approval of Minutes. MSUC (Prescott/Acton) to approve the minutes of November 16, 1998 as presented. (Item 4 was moved up on the agenda) 4. Charter §1014 - Departmental Trust Fund. In reviewing a Council Agenda item regarding the elimination of the Recreation Trust Fund, Mr. Powell discovered a memo from a past Assistant City Attorney regarding a Charter requirement for a Departmental Trust Fund. The Director of Finance noted Section 1014 is obsolete in that it requires department heads to make daily collections of money and deposit such funds into a departmental trust fund. Under §504 the Director of Finance is given they authority for the fiscal affairs of the City which encompasses the above. As a housekeeping measure, Mr. Powell requested §1014 be eliminated from the Charter. MSUC (Acton/Prescott) to accept Mr. Powell's recommendation to eliminate Section 1014 from the Charter. 5. Report by City Attorney John M. Kaheny. The City Attorney distributed an article from the 1/11/99 San Diego Daily Journal relating to the "design -build" amendment. He will review the City of San Diego's ordinance after it is drafted and report back to the Commission. Charter Review Commission Minutes January 11, 1999 Page 2 3. Mayor's Salary Proposal. The Commission packet included background material from 1988 outlining the issue of Mayor/Council salaries. Chair Dorso noted two schools of thought regarding raises: (1) an automatic trigger mechanism linked to the CPI, or, (2) the voters adopting ballot propositions for salaries. The City Attorney remarked the size of Chula Vista is comparable to a City of San Diego Council District. Chula Vista is not mature enough for a full-time Council --perhaps when the population reaches 250,000. Member Acton questioned if Mayor and/or Council receive compensa- tion as delegates on regional boards such as LAFCO, SANDAG, MTDB, etc. In reviewing Mayor's present compensation of $46,210, Member Blakely inquired how it had gotten to that figure. Attorney Kaheny believed it was from CPI adjustments of approximately 3-4%, but will check and report back. Discussion ensued regarding tying salaries to a percentage of the Board of Supervisors salary, which is a percentage of Superior Court Judge's salary. Member Blakely inquired if Councilman Moot made any specific recommendation regarding Mayor's salary and whether it should be tied to a percentage of the Board of Supervisors. In San Diego, Council salaries are reviewed by a Salary Setting Commission, appointed by the Civil Service Commission, who make recommendations to the City Council. . Member Prescott stated it was interesting for a city to give control of its salaries to another agency. Member Potter would like to develop a formula that triggers a certain percentage. It was suggested staff check with cities of similar size to see what their Mayors receive as compensation. 6. Public Comments. - None 7. Members' Comments. - None 8. Adjournment.
