CITY OF CHULA VISTA
CHARTER REVIEW COMMISSION
August 16, 1999 City Attorney's Conference Room 4:30 p.m.

MEMBERS PRESENT: John Dorso, Deric Prescott, Bob Campbell,
Harriet Acton, David Potter, Jack Blakely and
Barbara McAllister
MEMBERS ABSENT: None
STAFF PRESENT: City Attorney John M. Kaheny
The meeting was called to order at 4:30 p.m.
1. Roll Call.
The roll was called and all members were present.
2. Approval of Minutes.
MSUC (Potter/Blakely) to approve the minutes of May 17, 1999 as
presented.
3. Election of Officers - FY 1999/2000.
Chair Dorso requested the City Attorney conduct the election. Mr.
Kaheny asked for nominations for Chair. MSUC (Potter/Acton) to
elect John Dorso. Mr. Kaheny asked for nominations for Vice -Chair.
MSUC (McAllister/Blakely) to elect Harriet Acton.
4. Report by City Attorney John M. Kaheny.
The City Attorney discussed the ballot measures for the next
election. There are ten general measures and the Mayor'.s salary
proposal to consider. Deputy City Attorney Elizabeth Hull will
return at the end of August from maternity leave and will start
preparing the items for Council review. The final decision
regarding which items to place on the ballot needs to be made by
early December for the March, 2000 election.
Commissioner Campbell inquired what Council's salary would be if
the Mayor's salary proposal passes. Attorney Kaheny informed him
it would be 40% of the Mayor's salary. The present salary for
Superior Court Judges is $104,000, but there are proposals to raise
it to $112,000-$117,000 which would make the Mayor's salary about
$70,000.
Commissioner McAllister questioned what size the City would need to
be in order for the Council to be full-time. Mr. Kaheny responded

San Diego's population was 700,000 when they elected full-time
Councilmembers, but there is no specific number.
Commissioner Acton asked what the responsibilities of the Vice -
Mayor are. The City Attorney noted it depends on the incumbent
Mayor and could vary if a Mayor is incapacitated or sick. There is
no extra remuneration for the Vice -Mayor, but he/she would be
reimbursed for any expenses through an expense account.

7. Adjournment.
MSUC (Acton/Potter) to adjourn the meeting at 4:55 p.m. to the next
meeting to be at the call of the Chair, or otherwise scheduled for
October 18, 1999 at 4:30 p.m.
