CITY OF CHULA VISTA
CHARTER REVIEW COMMISSION
January 24, 2000 City Attorney's Conference Room 4:30 p.m.

MEMBERS PRESENT: John Dorso, Harriet Acton, David Potter, Jack
Blakely and Barbara McAllister
MEMBERS ABSENT: Deric Prescott, Bob Campbell
STAFF PRESENT: City Attorney John M. Kaheny
The meeting was called to order at 4:30 p.m.
1. Roll Call.
The roll was called and all members were present except Members
Prescott and Campbell who asked to be excused.
2. Approval of Minutes.
MSC (Potter/Blakely) (Acton abstained) to approve the minutes of
November 8, 1999 as presented.
3. General Discussion of Section 300 relating to Terms of Office.
Jack Blakely noted a few citizens questioned the provisions of
Section 300D wherein "no person ... may again seek nomination and
election to the office of Council or Mayor respectively until a
period of one year from the termination of the second term for
Councilmember has elapsed...". Discussion ensued regarding the
community's intention in adopting the two -term limit. Although it
is legal, should councilmembers run again after a year's absence?
With the size of our city, we should be able to attract more of a
variety of candidates. Attorney Kaheny stated the time between
departure from office and filing nomination papers is shorter due
to a March primary in presidential years. Chair Dorso asked the
members if they had heard community comments for or against. The
consensus was they had not. In the absence of public concern or
letters to the newspaper, it was decided there was nothing further
to pursue.
4. Report by City Attorney John M. Kaheny.
Attorney Kaheny distributed a letter received from Bradford Barnum
of the National Electrical Contractors Association supporting
Proposition B (Design -Build) on the March 7 ballot and requesting
the opportunity to participate in the development of the ordinance.

The December deadline has passed to submit arguments against the
propositions, and no one submitted any arguments. There are
occasional press inquiries regarding a committee in support of the
measures. In the future if anyone should call, Attorney Kaheny
asked Chair Dorso if he would be available for that purpose. Mr.
Dorso indicated he would be in consultation with the City Attorney.

7. Adjournment.
The meeting adjourned at 4:55 p.m. to the next meeting to be at the
call of the Chair, or otherwise scheduled for March 20, 2000.
