1. MEETING CALL TO ORDER

Chair Villa: Commission Turner gave advance notice of an Excused Absence.
3. APPROVAL OF MINUTES - Hearing no objections, the Minutes of November 10, 1994 were approved.

�Mr. Winters brought up the issue of approving job announcements after the fact.

5. APPROVAL OF ELIGIBLE LIST
A. 1584 OPEN CUSTODIAN I
Mr. Villa asked if there were only six individuals on list. The answer was yes. Ms. David also agrees that
Commissioners should receive job announcement as soon as they are posted to be able to review them prior to the Civil
Service meeting. Ms. Boshell will instruct staff to mailed them out as soon as they are posted.

6. NEW BUSINESS -
A. Request a Special Merit Increase for Steve McCarthy, GIS Specialist from Step "D" to Step "E" effective
12/9/94 from John Lippitt, Director of Public Works.
Mr. Villa asked if guidelines exist for merit increases and what are departments using for granting merit increase for City
employees. Ms. Boshell responded that the City does have guidelines and that there are a number of ways to determine
merit increase such as job duties, outstanding efforts, special projects, continued excellent performance are also
considered. Ms. Kessler told the Commissioners that a Merit Increase Guideline sheet was included in Mr. McCarthy
packet. Discussion continued.

C. Request the extension of Fire Engineer's list for six months until May 30, 1995 from James B. Hardiman,
Fire Chief.
Motion to approve the extension of the Fire Engineer's list for six months until May 30, 1995.

D. Request the extension of Probationary Period for Daniel Rofoli for 60 days.

E. Letter from Various Library Employees and Response Memo from Personnel.
Mr. Villa asked what the Commission's preference is for this request. Mr. Villa asked the Commissioners if they would
like to continue to hear the appeal or reschedule for January 12th. The Commissioners request that the Library Director
be present. Mr. Villa asked Mr. Jennings what this group is seeking. The group would like an investigation into the
appointment. Mr. Villa asked that everyone involved be prepared for January 12th to continue this issue.
OTHER BUSINESS - NONE
8. CHAIR'S COMMENTS - Mr. Villa stated that the employees are seeking an investigation and feels that the
Commissioners need to give them the opportunity to voice their concerns.

11. ADJOURNMENT - To the next Civil Service Commission meeting on January 12, 1995 at 5:15 p.m. in the
Mayor's Conference room, 276 Fourth Avenue, Chula Vista.
