MEETING CALL TO ORDER - 5:30 p.m. 2. MEMBERS PRESENT Chair Villa, P , Commissioner Turner P , David P-, Winters E , Monaghan E . 3. APPROVAL OF MINUTES - Hearing no objections, the Minutes of August 8,1996; Special meeting of August 14, 1996, and August 16, 1996. MSC (DAVID/TURNER) 3-0 to approve the minutes. Winters/Monaghan excused. Item 6. a was taken out of order. Ms. Dye was in attendance to answer any questions regarding her request. 4. APPROVAL OF EXAMINATION ANNOUNCEMENTS 1654 Prom Equipment Operator 1666 Prom Maintenance Worker II 1667 Prom Senior Maintenance Worker 1668 Open Senior Civil Engineer 1669 Prom Fire Captain 1670 Open Police Services Officer 1674 Open Senior Lifeguard �� MSC(TURNER/DAVID) 3-0 to approve the Examination Announcements. Winters/Monaghan excused. 5. APPROVAL OF ELIGIBLE LIST 1633 Open Senior Lifeguard 1638 Open Community Service Officer 1639 Open Police Recruit/Peace Officer Senior Economic Development Specialist* Deputy City Clerk/Records Manager Personnel Analyst Gardener 11 Gardener I Custodian II Librarian i Senior Library Technical Assistant Senior Circulation Assistant Library Associate 1643 Open 1649 Open 1650 Prom 1651 Prom 1652 Open 1653 Prom 1657 Open 1658 Open 1659 Open 1660 Open * This list will be discussed on item 6, c. MSC(DAVID/TURNER) 3-0 to approve the Eligibles List. 6. NEW BUSINESS - a. Request to re -open Senior Economic Development Specialist from Candy Emerson, Director of Human Resources. Ms. Emerson requested that the list for the Senior Economic Development Specialist be abolish or de- certify the Eligible list. The Commissioners discussed the issue and asked questions regarding procedure and policy. It was decided that staff would notify applicants that the list will be abolished and will re - recruit for this position. ,. b. Custodian I Full-time Vacancy Memo submitted by Rick Matkins, Acting Building Services Superintendent. Ms. Emerson cited the rule that allows the Commissioners to rule on this item. The Civil Service rule is 105. b 5. Discussion followed. MSC (DAVID/TURNER) 3-0 to approve the filling of the two full-time Custodian I positions from the certified eligibility list for the Custodian 11 list. Winters/Monaghan excused. c. City Employee Appeal of Discipline (CSC.006). At the Special meeting of September 5th, calendars were checked and staff notified Attorney Houts regarding available dates. Staff informed the Commission that the appellant's attorney has requested that the date be changed to October 10th. After checking calendars it was approved to hear this appeal on October 10th with the exception of Mr. Winters. d. City Employee Appeal of Discipline (CSC.005) to commence immediately following this regular meeting of the Civil Service Commission. This appeal was rescheduled for October 22, 1996. Staff will notify appellant. 7. OTHER BUSINESS - a. Record of Decision Concerning Employee Appeal. (CSC.001) -tabled. b. Discussion on findings for appeal - CSC.A01 (Mr. Villa) Mr. Villa informed the Commissioner that he requested a deletion of a statement on the findings regarding CSC.A01. Mr. Villa thanked Ms. Emerson for informing the Commission with a written communication. Ms. David asked if any other changes were made. Mr. Villa and Ms. Emerson both answered no. c. Commission Appointment to Vacancy Ms. Emerson distributed applications that were submitted to the City Clerk's Office for vacancies. She asked that the Commission review the applications. The Commissioners agreed to arrive 15 minutes early on September 26, to discuss the vacancy. 8. CHAIR'S COMMENTS - Mr. Villa will not attending the September 26th meeting due to other commitments. 9. COMMISSIONERS' COMMENTS - Mr. Winters will be on vacation. 10. PUBLIC COMMENTS - NONE 11. ADJOURNMENT - To the next Special meeting of the Commission on September 26, 1996.
