1. MEETING CALL TO ORDER

MSC(MONAGHAN/DAVID) 5-0 approving roll call.
3. APPROVAL OF MINUTES - Hearing no objections, the Minutes of November 5, 1996; November
7, 1996; November 19, 1996; January 6, 1997; January 9, 1997; Regular meeting of January 9,
1997; January 23, 1997 and January 29, 1997 were approved
MSC(DAVID/MONAGHAN) 5-0 Approving the minutes.
4. APPROVAL OF EXAMINATION ANNOUNCEMENTS
1684 Prom Secretary 1692 Open Tree Trimmer
1689 Open Administrative Secretary 1693 Open Sports Coordinator
Mr. Noble asked why the announcements were approved after they have been posted. Chair Turner
explained that the Commission has authorized the Human Resources department to proceed with the
posting process so job announcements are not held up for the once a month meetings of the Commission.
This allows jobs to be filled in a timely manner.
MSC (DAVID/NOBLE) 5-0 to approve the Examination Announcements.

Mr. Noble expressed some concerns regarding the approval of the Eligible List after the fact.
Ms. Emerson commented that the Human Resources department is in the process of updating the Civil
Services Rules.
Mr. Noble asked that the Commission write up a document requesting that this step be delegated to the
Human Resources department. Ms. Emerson will write a draft for review.
The Chair asked if anyone had any objections to the request. No objections.
MSC(DAVID/WINTERS) 5-0 to approve the Eligible List.

6. NEW BUSINESS -
A. Request to schedule employee appeal.
Calendars were checked by all Commissioners and dates were submitted to Ms. Kessler.
B. Request to withdraw employee's appeal. (CSC.007)
Request received and accepted.
C. Record of Decision concerning employee's discipline.
The decision was read.
7. OTHER BUSINESS -
A. Request to extend the Fire Fighter list until May 16, 1998 submitted by Chief Hardiman.
MSC(WINTERS/NOBLE) 5-0 To approve the extension of the Fire Fighter list until May 16, 1998.
B. Request for a special merit increase for Laura Cambron, Animal Control Officer from Step
"D" to Step "E" submitted by Chief Emerson.
MSC(MONAGHAN/NOBLE) 5-0 To approve the special merit increase for Laura Cambron.
C. Request to appoint a Community Development Specialist 1/II from the Senior Economic
Development Special list.
Commissioners Noble and Turner asked for an explanation of this request.
Mr. Haynes from the Community Development Department addressed the Commission on this issue.
MSC(WINTERS/MONAGHAN) 5-0 To approve the request to appoint a Community Development Specialist
1/11 from the Senior Economic Development Specialist List.
D. Skelly Hearing Procedures - Handouts from Ms. Kessler. Discussion followed.

11. ADJOURNMENT - To the next Special meeting of the Commission on February 25, 1997. This
meeting will be held in the Mayor's Conference Room, 276 Fourth Avenue, Chula Vista.
