MSC (CHIDESTER/NOBLE) 3-0 to approve the Minutes. (David late, Monaghan Excused) 4. APPROVAL OF EXAMINATION ANNOUNCEMENTS None 5. (David late, Monaghan Excused) 6. NEW BUSINESS - A. Appeal (CSC.020) — Scheduling of calendars The Commission has tentatively set the 201h and 27`h of April to hear the appeal. B. Appeal (CSC.019) —This appellant has requested that it be withdrawn. C. Fire Fighter Pilot Program — Marcia Raskin, Assistant Director of Human Resources Marcia Raskin discussed the current situation in regards to staffing in the Fire Department. Ms. Raskin also explained that within the next three to five years the Fire Department will recruit for positions. The Pilot Program will limit the applicant pool for this one and only exam in 1999. The group will be limited to past and current students from the Chula Vista Fire Explorer Program. These people who have been through the City's Explorer Program are specifically interested in the City of Chula Vista; they have been trained in Chula Vista and they are people within our community. The testing and interviewing process will not change. Marcia read the section of the Civil Service Rule 1.04.A.2 which allows for this process. . Mr. Noble believes minorities will challenge the process. Mr. Chidester asked how big is the pool of applicants? Ms. Raskin stated that there are at least 60 applicants. The Commissioners asked if this has been submitted to the City Attorney's office for approval or review. Ms. Raskin stated that it has been discussed with Ms. Gross in the City Attorney's office and with an Attorney's Office that represents Public Sector Management. Both agree that it gives the ability to approach the Civil Service Commission and the Fire Association. Mr. Turner said that it sounds like a potential appeal. Mr. Noble believes that it is discriminatory and sounds like it would not compile with Federal and State laws. The Commissioners continued with the discussion regarding closed promotional exams. Mr. Noble believes its a good program but also believes that this would violate discrimination laws. Mr. Chidester believes that it is a worthy idea and asked that it be tabled so that staff could research the concerns that the Commission has regarding the laws and how it will affect the public.
