MEETING CALL TO ORDER 5:15 p.m. 2. MEMBERS PRESENT Commissioners Turner P , David P , Noble P , Chidester P 3. APPROVAL OF MINUTES - The Minutes of the regular meeting of September 9t^ and Special meeting of June 28th were approved. 4. NEW BUSINESS — A. Request for a Special Merit Increase for Kelly Briers, Fire Inspector I submitted by Doug Perry, Fire Marshal. MSC(CHIDESTERITURNER)4-0 To approve the Special Merit Increase for Kelly Briers, Fire Inspector I submitted by Doug Perry, Fire Marshal. B. Request for a Special Merit Increase for Olric Forde, Electronic Shop Technician submitted by Rick Matkin, Building Services Superintendent. is MSC(TU RN ERICH IDESTER)4-0 To approve the Special Merit Increase for Olric Forde, Electronic Shop Technician submitted by Rick Matkin, Building Services Superintendent. 7. OTHER BUSINESS - A. Request for Extension of Probation for Cordell Chavez, B&H Inspector/Code Enforcement Officer II submitted by Robert Leiter, Director of Planning and Building. Commissioner Chidester asked if the employee has completed the assignments outlined in the submitted document. Ms. Gray stated that the employee is getting very close in completing that project. Mr. Noble feels that employees with substandard performance should not be allowed to continue with employment. Ms. Gray stated that she extended the probation to give the employees an opportunity to be trained properly by staff. Commission Turner stated that he has the same concerns that of Commissioner Noble regarding substandard work performance. The Commissioners discussion centered around possible alternatives for the employee, possible demotion resulting from failing the probation period, demotion to B&H Inspector/Code Enforcement Officer I and the commission's calendar should the employees bring these item to the board. Commissioner Chidester asked if the employees were fully aware of the possible actions by the department or the Commission. Mr. Remp stated that the employees have been notified of the possible actions of both the department and/or the Commission. Ms. Gray stated that she felt that it was important to give them an opportunity regardless of the outcome. MSC(NOBLE/TURNER) 4-0 To approve the Request for Extension of Probation for Cordell Chavez, B&H Inspector/Code Enforcement Officer II submitted by Robert Leiter, Director of Planning & Building. Ms. Emerson, Director of Human Resources asked the commissioners for their schedule for the next couple of days. Commissioner Noble asked if the commissioners could make a motion to delegate personnel actions to the Human Resources Director since most of the items that come to the commission are addressed after the fact. • Ms. Emerson, Director of Human Resources asked that this issue be placed on the agenda for the next meeting. She stated that staff will inform the commissioner should there be a need to meet again on issue 7A. 8. COMMUNICATIONS A. Chair's Comments — None B. Commissioners' Comments - Commissioner Chidester asked how many employees the City employ above the 800 employees that are permanent. Ms. Emerson stated that the city employs somewhere between 200 during the winter to 400 during the summer seasons on a temporary status. Commissioner Turner stated that he has a real concern how the commission functions after the fact. He stated that the issue has been addressed and that nothing has been officially done to make any changes. Ms. Emerson stated that the department is working on updating the Civil Service Rules but that it would not impact that particular item. Commissioner Noble asked if the performance evaluation project has been implemented. Ms. Emerson stated that the department is currently working with three departments for a pilot program and will ask if the coordinator would be available to attend the next meeting. C.
