MEETING CALL TO ORDER. 2. MEMBERS PRESENT ,. Commissioners David P , Chidester P , Veal P , Triplette P , Ruffino P 3. APPROVAL OF MINUTES - The Minutes of the Regular Meeting of November 9, 2000, Special Meeting of January 29, 2001, Regular Meeting of March 8, 2001 and Special Meeting of March 13, 2001. MSC (VEAL/CH ID ESTER) 3-0 To approve the Minutes. Commissioners Triplette and Ruffino abstained. 4. NEW BUSINESS - A. Request for Exceptional Merit Increase for Ed VanEenoo, Senior Management Analyst, Submitted by Cheryl Fruchter, Director of Budget and Analysis. MSC(TRIPLETTENEAL) 5-0 To approve the request for an Exceptional Merit Increase for Ed VanEenoo, Senior Management Analyst. * Item B taken out of order. C. Commission to hear an Appeal scheduled for April 18, 2001. The Commissioners discussed logistics and procedures of the hearing. Chair David asked who would-be attending the hearing. Commissioner Ruffino stated that he would not be attending. Commissioners Chidester, Veal and Triplette will be in attendance. B. Selection of Chair and Vice Chair. Chair David asked for nominations for the next Chair. Commissioner Triplette nominated Mr. Chidester. MSC (TRIPLETTENEAL) 3-0-1 To appoint Mr. Chidester to Chair. (David Abstained) Chair David asked for nominations for,Vice Chair. Commissioner Chidester nominated Mr. Veal. MSC (CHIDESTER/RUFFINO) 4-0 To appoint Mr. Veal to Vice Chair. 7. OTHER BUSINESS -NONE 8. COMMUNICATIONS A. Chair's Comments — Chair Chidester asked staff what the difference was in hiring a Lateral Peace Office from an entry level Police Recruit. Candy Emerson, Director of Human Resources stated several reasons why the city hires from both types of list. She stated that the Police Department looks.to hire a good balance of experience officers and entry-level officers to fill the large number of -Vacancies. B. Commissioners' Comments - a Commissioner Veal asked that the recruitment number on the Agenda for Senior Gardener be corrected and coincide with the number on the job announcement. Mr. Veal commented on the lack of security of the offices when conducting meeting for the Civil Service Commission. Mr. Veal stated that the Commission deals with sensitive issues regarding city employees that involve termination. Mr. Veal feels that the City needs to do more to provide security for the Commissioners especially when dealing with appeals of discipline. Candy Emerson, Director of Human Resources stated that meeting could be held in the Police Department or staff could provide security during these meetings. Commissioner David stated that she has enjoyed working on this Commission. For the record, Commissioner David stated that her reason for delaying appointment of Chair and Vice -Chair was so that the election process would be conducted with a full board. She also stated that it provided fairness in the process and the commission would be following past practice. Commissioner Ruffino asked if the commission has received briefing prior to hearing an appeal. Ms. Emerson responded that it takes both representing attorneys to agree to present reading materials in advance. Chair Chidester suggested that staff present an award to Ms. David for her service on the Civil Service Commission. Ms. Emerson stated that staff is planning on presenting an award to Ms. David for her years of service on the Civil Service Commission. C. Staff Comments -None D. Public Comments - None 9. ADJOURNMENT — (TRIPLETTENEAL) 4-0 - To adjourn to the next Special meeting of the Commission scheduled on April 18, 2001, in the Mayor's Conference Room, 276 Fourth Avenue, Chula Vista.
