(Veal Excused) D. Request for Special Merit Increase for Merce LeClair, Senior Administrative Office Specialist to Step E submitted by John Lippitt, Director of Public.Works. MSC (TRIPLETTEIRUFFINO) 3-0 To approve the Special Merit Increase for Merce LeClair, Sr. Administrative Office Specialist to Step E, submitted by John Lippitt, Director of Public Works. (Veal Excused) OTHER BUSINESS - A. Calendar Appeal Hearing (CSC.023) scheduled for Tuesday, October 2 and Wednesday, October 3, 2001. Appeal has been withdrawn. B. Classification Study Update Provided by Ms. Raskin, Assistant Director of Human Resources. Marcia Raskin, Assistant Director of Human Resources discussed the on-going Classification Study. She discussed the completion of Phase I, the clerical series that affected about 86 employees. Phase II will soon be prepared for City Council's approval. Ms. Raskin disseminated information for the Commissioner's view. She asked that the Commission review the material and bring back comments to the next regular meeting. Commissioner Triplette commented that the Y -rating of employees was a very generous offer by the City. C. Civil Service Rules Update Provided by Ms. Raskin, Assistant Director of Human Resources. • Ms. Raskin disseminated copies of the draft Civil Service Rules. Liebert Cassidy Whitmore has been hired to revise the City's Civil Service rules. Ms. Raskin said that the City's bargaining units have been involved in the process. Ms. Raskin asked the Commissioners to provide any comments they feel necessary for the development of the new rules. Commissioner Ruffino commended Ms. Raskin for her hard work on both the Classification Study process and in updating the Civil Service Rules. 8. COMMUNICATIONS A. Chair's Comments Commissioner Chidester reminded the Commission that a vacancy still exists in this commission. He asked that the Commissioners help solicit application for this vacancy. The Commissioners agreed that everyone should help solicit applications to help fill the vacancy. Mr. Ruffino added that he would like to see a female member of the community join this group. Commissioner Chidester asked if merit increase could be retro pay to employees. Ms. Emerson, Director of Human Resources responded that the department does not normally do that, but when an increase has been delayed due to no fault of the department, increases are adjusted. B. Commissioners' Comments - Commissioner Ruffino mentioned that he attended the Boards and Commission Dinner, which was very well done. Commissioner Triplette agreed that the dinner was very well done.
