1. MEETING CALL TO ORDER 5:15 p.m.
2. MEMBERS PRESENT - Commissioners Veal P , Triplette P , Chidester P , Silva P , Saucedo P .
3. APPROVALS OF MINUTES - The Minutes of the regular meeting of August 8, 2002 were approved.
Chair Veal asked if staff could respond to Mr. Chidester's question from the previous meeting. Mr. Chidester asked why
there were an unusually low number of candidates on the Landscape Architect Eligible list.
Ms. Emerson, Director of Human Resources responded that the salary is not competitive with the private sector. Ms.
Emerson stated that it is not possible to develop in-house staff due to training and certification issues.

Commissioner Chidester asked how applicants from out of town arrange to take exams and follow up interviews. Ms.
Emerson stated that applicants from out of town pay their own way to go through the process. She also mentioned that the
department is very successful in attracting candidates from out of state.
Commissioner Triplette asked how many names does the hiring manager receive? Ms. Emerson replied that they receive
the number of vacancy plus two names and all ties. This is called the Rule of Three.

8. COMMUNICATIONS
A. Chair's Comments
Chair Veal commented that employees have the right to appeal a discipline or -grievance to the Civil Service Commission.
The Human Resources department resolves a great deal of issues so that the Commission does not have to be involved in
process. Chair Veal asked the consent of the Commission to draft a letter to the City Manager to commend the efforts that
are being made by the department and Ms. Emerson. Chief Veal believes that they are doing a great job.
Ms. Emerson stated that the department's mission is to create a fair and equitable work situation for all employees. Ms.
Emerson responded'that the Human Resources staff works very hard to resolve issues and that the City has some very
good managers.
Chief Veal asked for the consent of the Commission to proceed, The Commissioners consented.
B. Commissioners' Comments - No Comments
C. Staff Comments —
Ms. Emerson mentioned that the Human Resources front office assistant has transferred to the Police Department and staff
is working on a replacement. Also, the department has hired a Human Resources Operations Manager. Kelley Bacon has
accepted the job and will start soon.
Ms. Emerson also stated that Ms. Raskin, Assistant Director of Human Resources, continues to work on the revision of the
Civil Service Rules.

9. ADJOURNMENT — To adjourn to the next regular meeting of the Commission scheduled on October 10, 2002, in the HR
Conference Room, 276 Fourth Avenue, Chula Vista.
